Well, this is my opinion on the Top 10 Neo Genesis Pokemon.  I really haven't had that much of a chance to play test all of them, but by just reading the spoiler on Pojo I can look at them and tell what ones look playable.  Well let's get on with my list:
 
10)  Girafarig.  This Pokemon may be overlooked by some.  Resistance Lowering Gym really helps this guy out especially against Wigglytuff.  It does have the low 60 HP but what do u espect it to have?   1 Retreat is pretty good.  Agility works well except against Colorless Pokemon.  Psybeam also is decent.  It's only problem with it's attacks is that they both require at least 2 energy.  Wigglytuff is this Pokemon's worst threat.
 
9)  Togetic.  Both of it's attacks are good.  This card really only has 3 problems.  It's HP is a little low for my liking, both of it's attacks require a coin flip to even use them, and it is a Stage 1.  Togepi is OK but the 2 Colorless energy requirement is a little much.  Super Metronome is just as good as Clefairy's Metronome even though it only has a 50% chance of working, IMO.  Fly is really good but the coin flip sucks.
 
8)  Ledian.  Baton Pass can be used a lot in Mono Grass decks.  30 for GG is pretty decent, plus it allows you to power up your Benched Grass Pokemon.  Having an Active Ledian and a Benched Ledian can allow you to attack for around three continuous turns.  It can also power up that Benched Pinsir or Meganium or whatever you have.  It's only drawbacks is the dreadful 60 HP, that it is Stage 1, and that it is weak to Fire.  A plus though is that Ledyba and Ledian both have a Free Retreat Cost.
 
7)  Kingdra.  This Pokemon just has some awesome attacks although it takes a lot of energy.  It sucks that it is a Stage 2 and it's retreat cost is 2.  It's HP is good but I think they could have given it 100 but that might have made it too good.  Really the main problem with this Pokemon is it's energy requirements.
 
6)  Xatu.  This cards first attack can just disrupt your Opponent very well or help you out a lot.  Either way Prophecy is just really good.  Confuse Ray isn't that bad either, it's just that it only does 30 damage.  It's HP of 80 and Retreat Cost of 1 are good too.  Only 2 problems I see is it's Weakness makes it vulnerable to MP Mewtwo and it is Stage 1.
 
5)  Quagsire.  It's only real problem I see is called SCYTHER.  70 HP allows it to survive 1 Slash.  Resistance to Lightning is just awesome since it is a Water Pokemon.  2 Retreat kinda sucks and it has to evolve from Wooper which aslo is very weak to Scyther.  Surf is a great attack, with a PlusPower it can K.O. a FO Magmar.  Earthquake is good too, it's just that its energy requirement is high.
 
4) Steelix.  110 HP is very god.  Weakness to Fire kinda sucks.  Retreat of 4 really sucks.  May have to consider using Switch with this Pokemon.  It has 2 good attacks just make sure you don't play the Steel Energy unless you can use Tail Crush.  The really good thing I see about this Pokemon is that it evolves from Onix.  Always use the Base set Onix cuz of its high 90 HP.  Your opponent may think that they will K.O. your Onix next turn since it just did 60 damage with Scyther's Slash but then you evolve it to Steelix.  Now you are resistant to Scyther.  Even though it is Stage 1 it takes away its own Weakness from its Basic Pokemon.
 
3) Feraligatr (120 HP).  Downpour is a good but not great PP.  Riptide is a good attack but could be better.  120 HP is good but it's Weakness to Grass sucks.  It also sucks that it is Stage 2.  If it didn't have all these drawbacks I would probably say that is is the 2nd best Pokemon.
 
2) Meganium (PP Wild Growth).  Wild Growth just is awesome.  Pinsir can use IronGrip in 1 turn and Guillotine in 2 turns instead of 2 turns and 3 or 4 turns normally for those attacks.  It also allows Meganium to attack in 2 turns instead of 4.  Scoothing Scent isn't that bad of an attack either.  Being that it is Stage 2, has a Weakness to Fire, and a Retreat of 3 make it not as great as it could be.  100 HP though is very good.
 
1)  Sneasel.  All right, this Pokemon will be seen in a lot of decks.  Yes it is good but it does have it's Weaknesses.  You have to use half of your Dark Energy cards to use Beat Up.  As most of you know Beat Up is just like Do The Wave but is 2 times better.  Also, it can do Fury Swipes which isn't that bad especially if you use a Dark Energy for the energy requirement.  It's main problem is ER and SER.  Ecogym can stop you from losing the Dark Energy but other Stadium Cards can stop Ecogym.  Most of the time this Pokemon will be used as it is intended but it does have its Weaknesses even though they are few.  That is why I consider it the best Pokemon from the Neo Genesis set.  It isn't my favorite it is just too good to say that it isn't the best.  For myself, I will never use it since everyone else does and it is already and Archetype of it's own; basically.
