Hello. You may call me the Ultimate Pokefreak. This
is all will tell about myself. I have created a deck
that is excellent against opponents, the Out of
Commision deck. I call it this because it knocks the
opponents pokemon "out of commision". The meaning of
the deck is to stop attacks, evolution, Pokemon powers
and retreat. The deck also paralyzes, puts to sleep,
and otherwise heavily damages the opponent for a quick
battle on your side. Here's the deck:

The strategy is simple. With a lot of pokemon, you'll
be most likely to get at least one basic pokemon on
your first turn. Even the weakest basics, like
Caterpie, can hurt your opponent (Caterpie's string
shot, its only attack, can paralyze with the flip of a
coin). Some, like Koffing, though weak, do damage and
change the others condition (Koffing can either
confuse or poison, depending on the coin flip).
Poliwag can quickly become a Poliwrath with the PKMN
Breeder. Build him up quickly and get rid of those
Energies on the opponent with Whirlpool. Areodactyl
stops all evolution, so move your pokemon to their
strongest before playing it. But if your opponent is
into evolution, use it fast and stop him in his tracks
with the basic pokemon on your bench. Pinsir is great
at this part. Mew's devolution beam can get a pokemon
with a lot of damage down to one hit left, or even
faint it! Vileplume stalls with it's Heal Power.
Wigglytuff and Jigglypuff send the opponents to
lullaby land with their immediate sleeping attacks.
Gastly, Haunter and Gengar wirk together. Gastly
paralyzes, Haunter sleeps while stopping all damage
done to it, and Genger does 10 to benched and "curses"
others for a quick double play, triple if your
lucky(10 to a weak benched, 10 moer to a benched with
Curse, and 30 to the fighter. Pretty good, huh. Not
that I've ever accomplished it, but it can be done).
Gyarados does awesome damage and paralyzes. Metapod
and Caterpie paralyze. Articuno paralyzes and does
damage to benched, although sometimes your own. Pinsir
paralyzes, Pikachu paralyzes(getting tired of
paralyzing, I didn't). Victreebel either stops
retreats or forces a weak pokemon or a strong yet not
ready for battlepokemon to come out. The trainers
come in when you need them.
As you can see, the startegy is pretty long, but very
helpful in battle. Try it out if you want. I won't
know unless I battle you.
