According to Pojo's translations pages to Neo 3, this is Parasect's Pokemon
Power:

"Allergy Spore: As long as Parasect is your active pokemon or benched, all
Pokemon's attacks and Pokemon Powers have no effect on the discard pile. This
stops working while Parasect is Asleep, Confused, or Paralyzed."

Now, if this means that you can'tretrieve cards from the discard pile (which
I think it does), not only do you slow down MP Mewtwo and TR Zapdos, but when
you use Riptide with Feraligatr, it doesn't get theenergies back from the
discard. Let's say

You go first and have an active Totodile and a benched Paras. You attach a
water energy, discard, oh say, 2 energies with an Oak, and Fury Swipes and do
10 damage. They go, attach an energy to whoever it is (hope it isn't a
Erika's Jiggly with a pluspower), and do 20 damage. You draw, evolve to
Crocanaw (80HP), and Tackle for 20. They go, do, say, 40 damage and you go.
Evolve to Feraligatr, Blaine's Gamble, Oak, Secret Mission, CPU Search or
Itemfinder for the Oak, whatever to discard some energies and get some more.
Pokemon power to discard the rest of your energies, evolve to Parasect, and
Riptide. It will probably do about 70 or so. Unless they're a Chansey,
Giovanni's Nidoking, Steelix, or another Feraligatr, they're knocked out, and
you still have just as many energies in the discard pile thanks to the (once
unplayable) Parasect.
All you Raindance/Wiggly/Riptide players already know it's not all that hard
to pull off that many evolutions. Again, I'm gonna say, I'm not entirely sure
that is what Parasect's pokepower means, but if it does, it's a good
strategy. If you want you don't have to go with Crocanaw, or you could Goop
Gas Attack if you want to do some anti-decking. I would probably include some
S.E.R. and Gold Berries (or maybe Super Potion) to get some energies in the
discard and counter Scyther.
