This is a 2-turn combo, but it really rocks!!! Use Neo 3 Lanturn's Submerge Pokemon Power:
                                        
Now that Lanturn is water-type, use Blastoise's Rain Dance Pokemon Power to put bunches of water energy on it:

                                           
Now, use Hyper Devolution spray on Lanturn:

                                          

Next turn, play Neo genesis Lanturn on the water-loaded Chinchou:

                                     

Now, you have an attack that does 20+10 more for all the water energy on it, AND may paralyse! This is a deadly combo!
