Basal Rose Shoot is in conjunction with Roxrose Dragon two-card Synchro Summon combination.
Quick-Play for offensive and defensive capabilities, BRS you’ll search most of the time off Roxrose Dragon and then activate it to get another “Rose Dragon” onto the field for a Synchro Summon. You can also Xyz and Link Summon, but the deck primarily runs on Synchro Monsters. If BRS is destroyed you do get a Special Summon of a Black Rose Dragon or a card that lists Black Rose in its text, but that effect isn’t applicable unless you have Black Rose Dragon in the grave. Cheeky play is to summon Black Rose while BRS is face-down and pop the board, allowing for Black Rose to reappear and hit direct, but rather than play around like that you could use this to get another “Rose Dragon” onto the field which will have its own effect(s) when used to summon Black Rose Dragon, or something of the sort like a Plant Synchro or another “Rose Dragon” Synchro Monster.
Its nice BRS has two effects, but I think it only needed the one unless you have a way of destroying it yourself rather than depending on your opponent to do it for you.

Speaking of search targets for Roxrose, here’s Basal Rose Shoot.
BRS is a Quick-Play Spell that lets you summon a Rose Dragon from your hand or graveyard in Defense Position on activation, which is nice to serve as Monster Reborn basically to extend plays or to do the same by getting cards out of your hand. You don’t mind summoning the small Rose Dragons in the Plant/Dragon Synchro Spam strategy since they help keep your plays going. If this Set card is destroyed, potentially by Black Rose Dragon, you can target a Black Rose Dragon or a monster that lists that card in its text that’s banished or in your graveyard and Special Summon it. Nice revival effect to access after potentially using Black Rose Dragon to nuke the board, but I’m sure you’re already using this to summon your Rose Dragons from hand or grave before summoning Black Rose Dragon, so this might not come up. Double HOPT on this card for both effects as expected, so no board spamming to the max. It’s a good card for Rose Dragons, especially being searchable. Having a few copies is worth it anyways considering how much this card alone helps you keep going for Synchros or Links.

Basal Rose Shoot, a fun Quickplay Magic, (though maybe not as useful in the kitchen!) so this is a combo card, as advertised, and a solid enough one at that. You get a piece, specifically a ‘Rose Dragon’ from your Hand or Grave in Defense position. PROBABLY a Tuner, but whatever piece you happen to be missing at that moment. The joy in Quickplay, of course, is you can use this offensively or defensively in a pinch, even if you can’t pull of your Extra Deck Summon in the immediate now. So it’s cool this card can be used in so many varying situations. Of course, the latter Effect where you get to Special Summon a Black Rose Dragon or a card listing ‘Rose Dragon’ in its Text from your Grave OR that’s removed from play, which is stellar. Plants like to remove as much as most these days, and being able to recover removed cards can be a game changer. That’s a Target Effect, so be careful and mindful of that. This card has a lot going for it. I’d go two, and if you’re fast enough or more aggressive with your Extra Deck, try a third.
