Okay, might be confusing, but the ‘do as much as possible’ rule means yes, you can use the first skill to target the Ethics Buster you just rode, even when it wasn’t ridden at Rest, and attack with it. Payoff for doing this? Well, you -2, then +2 Twin Drive it back, then you +1 through the single Drive…if you hit, anyway, and you have a Scarlet Bird or Lift Tauros handy. So overall mathematically it’s the same as attacking manually, Drive +2, -2 discard, then attack again with Single Drive for an overall -1, but with two Vanguard attacks. Late Game, it won’t hit, so both attacks are at least assured to give you Twin Drive, but generally I’d rather have more control and re-stand regardless of a hit or not, like The X for Kagero or something.
In Beast Deity build, I’d say this replaces Azure Dragon for the extra spicy plays with Illuminal Dragon, especially if you ride one on top of Ethics, but I think there’s better. It’s a good thing re-standing a Vanguard has always been a popular strat.
