Joe is a student at Pokemon Tech. He is one of the lower kids, since he doesn’t know much. Most of the time he lies about what he knows so the questions won’t get any harder. He owns a Weepinbell, which he used to battle Misty’s Starmie. Starmie won because it was at a higher level. Joe has decided to go back home and start Pokemon Training the old way.
