Victor

Victor lives on Seafoam Island with his Pikachu named Puka. Puka is a special Pikachu because it can tell when waves are coming. This is how Victor predicted Humungadunga, the biggest wave ever on Seafoam Island. The only other person to surf Humungadunga and succeed was Jan, the greatest surfer of all time.
