You know what, I wouldn’t even need the second skill: frankly, the fact that the first is a no-strings attached +1 is enough of a reason to run the thing. As for the second skill, you can forget ever using it to attack or boost with that turn, but at least you don’t minus. What’s actually even better is that his second skill is yet another plus: one to the board and a wash hand-wise. Yes you don’t get to gain the benefits of the +1 until next turn since he appears at rest, but to be honest that’s still pretty nuts and it’s nice that there is at least some effort to not turn Chronofang decks into a glass cannon.
