Don't mean to be a pain, I wanted to know if you could look at my deck and give me your honest rating 1 to 5 (1 being lowest) and any advice, I'm not like some of my other DBZ friends who have been playing since the beginning and being within top 16 in the region. And I don't know all the cards. Do you think this deck could be a regional deck or a last? So any cards you can tell me to get or switch out for, would be good or any switching of personalities. Thanks.

Ok, if you want me to be honest I will. Don't flame me though. I rate REALLY hard. On a 1 to 10 scale, with 10 being the highest, I often give 5s to decent decks because 5 is where you've got most of the staples and everything set up, just some tweaks that need to be done.
On a 1 to 5 scale, with 1 being the lowest, I will give this a 2.1. Now I warned you not to flame me, but here are my reasons.
First your strengths: You've got some cards going right in here, like 3 Destinys, and you've got some of the right cards in here as well, like TES and Power Beam. That's what bumped it up to a 2. A 1 would be a total mess of cards. You've got some focus going on here, and that's nice to see.
Now, things that I would fix: Your MP/Mastery choice is really strange; Saiyan Gohan has never been something big if you ask me. You've chosen some of Gohan's levels nicely, but you've missed the point on the level 1. I'd much rather have a power that I can actually use all the time than one I'd have to a) waste a move and b) only use when my opponent attacks me, which obviously will be when he knows what he's doing. You obviously need to switch to North Kai, and no Power Beam doesn't always take the place of North Kai. North Kai will work on Masteries that are When Entering Combat. Power Beam won't. Besides, Elder Kai is used for one reason only; to use all the sensei space. Since you aren't, there's no reason not to run North. Trunks Energy Sphere... your reasoning behind not running 3 is... well, not valid. Sure there will be times when TES is useless. But that's the chances I would love to take. Trunks Energy Sphere saves games. If you don't need them against your friends, then they must not be playing good enough decks. All top tier decks (well, 99% of them) play TES as well as a giant handful of Combat cards. I play, for example, 31 Combat cards in my sister's Android 20 TE version of her deck. Why? Because there is only ONE card in the game that can block Combats. Combats are just plain and simple the strongest card type in the game. You shouldn't be waiting to use it. You should rather be deciding to hold it or give it up, since you should be probably holding one at almost all times, if you can, to stave off a Confrontation/Android 18's Stare Down at least.
You are also missing a handful of the staples. You've got a bunch of them, like Earth 7, TES, and Time, but you are missing Confrontation, Nappa's Energy Aura, and Power of the Dragon. Things like that hurt the rating a lot. I stress staples a lot; you'd have to have a really good reason not to run one if you skip it. I can see Battle Pausing being one you might not want to run. Something like that.
You also can't just run random copies of cards and only 2 copies of them unless there's a reason, like you can search them out or you think you'll only need a couple per game. Gohan's Kick is screaming to have 4 in here (but it will be three seeing I am going to suggest a switch to my man Goku). You need three seeing you are a physical deck. There are cards you are running that I don't even know off the top of my head. That generally means they are really bad cards, but not always. I don't recall what Saiyan Uppercut does, but I know it does something funky with Pikkon, and I don't see Pikkon anywhere. *checks* Yep, more or less it is a Physical for +4 that lowers anger 1. What... even Triple Kick is better than that, and Triple Kick is terrible too. Cross Punch please... nothing's worse (well, there are, but a figure of speech) than a Cross Punch to zero and laying the maximum base. Or just plain Pressure Technique Cross Punch for a nice 20 stages.
Your deck is also mostly physical, and I wouldn't be afraid of running 3 Saiyan Planet Explosion. None of your energies outside of Energy Bomb have to hit to get the most out of the attack. Power Beam is only there for the amazing effects it has.
You are also running only 1 Battleground. I would always run at least 2, but probably no more than 4. In your case, City in Turmoil would do you a world of good seeing that you have next to no non-combat defense. Also, while we are there, I don't see any reason to go with Android 20's Search Pattern. That's really a DB card to nail HUH??? (and you need that too).
Sphereable blocks like Vegeta's Surprise Defense don't make the cut. Goku's Flight would be a whole lot better.
In your case, I would go with Goku. Goku is just a lot better in Saiyan, being able to run cards like Goku's Physical Attack and Face Off. Then you can go with the CS Mastery (MBS Mastery is just... not impressive). Run the MBS 1 and 2, CS HT 3, MBS 4, and whichever 5 (doesn't matter much, also not necessary), and you can easily jump those levels. You can even try to win by anger if it suits you. He just has so many cards that benefit him it isn't funny.
You will still have Chi-Chi regardless. I would run her. She's just amazing.
Try Alt Earth 3. It is just plain annoying.
In your case, your biggest thing should be to try to max out the best cards and cut the bad ones. Saiyan Left Kick is weak. Saiyan Cross Punch hurts. And so forth. There are a bunch of nice ones in both Buu Saga and Broly Subset. Your job is to do the research to find the best ones, because they are out there.
