Rise and Shine is one of those cards that at
first glance appear to be fairly meager. At
second glance it seems just as meager. Is
there a secret that’s waiting to be
revealed? Let’s find out…

Reveal the top 4 cards of your deck. Put one
of them that has "blocker" into your hand,
and put the rest on the bottom of your deck
in any order.
Whenever we look at a multi-civ card, we’re
used to being blown away by the combination
of effects that we have at our disposal.
Unfortunately it doesn’t look like that’s
the case with Rise and Shine. When we look
at Rise and Shine we see that it’s very
similar to Submarine Project. Unfortunately
Rise and Shine does not offer any advantages
and it costs 1 more mana. To make things
worse, it also adds a restriction where you
can only choose a blocker.
So is there an advantage to using Rise and
Shine? The only advantage is if Alcadeias
is on the field, although that’s a very rare
occasion. If you want better performance
then I would suggest passing on this card
and going with Submarine Project. There’s
no need to pay 1 extra mana just to get a
similar card with restrictions and
disadvantages. Rise and Shine was obviously
poorly designed.
The Good:
It makes yellow or blue mana.
The Bad:
Everything else
The Ugly:
You’re basically paying 1 more mana to add
restrictions. Stick with Submarine project
instead.
Constructed Rating:
1/5 – If you haven’t gotten the message by
now, stick to Submarine Project. This card,
despite its multi-civ aspect, only offers
disadvantages and comes with a lackluster
effect.
Limited Rating:
3/5 – You’ll have more opportunities to use
this card in limited.
