Extra Pendulum is exactly that, another Pendulum Summon.
Normal Spell that gives you an additional Pendulum Summon as previously mentioned from your Extra Deck specifically that turn. You use your Pendulum Summon first on a combo of monsters from your hand and Extra Deck, make some Extra Deck monsters maybe or use their effects to advance your game state, then play Extra Pendulum and do another Pendulum Summon, but only from your Extra Deck. While this does cut down on the available monsters you may want to summon, you will likely always have Pendulum Monsters in your Extra Deck face-up for another Pendulum Summon.
You do need to get a Pendulum Summon off and have some Pendulum Monsters face-up in the Extra Deck. Double Summon from Pendulums but slightly restrictive for balance?

From Pendulum Monsters to a new Spell that’s as advertised: Extra Pendulum.
Extra Pendulum is a Normal Spell that lets you Pendulum Summon monsters from the Extra Deck an additional time this turn in addition to your regular Pendulum Summon, and you can only gain this effect once per turn so you can’t stack this with other copies or any other cards that grant more Pendulum Summons. I mean, simple enough really. A second Pendulum Summon can be nice in most cases. It’s only from the Extra Deck in this case, but that might be where most of your Pendulums are residing after the first Pendulum Summon, and it helps not lock all your effects from Beyond the Pendulum if you used her effect post Pendulum Summon. This is also searchable at least, having Pendulum in the name. For some Pendulum Decks, this can be a nice way to extend your combos, while in others it does feel a bit win more in the same sense that Double Summon feels in most Decks as well. Not terrible, but not every Pendulum Deck honestly needs it. Heck, Zefra already has access to the ability to Pendulum Summon a second time.

This review could literally be this is Double Summon but for Pendulums…but for argument’s sake (and to challenge me) let’s say it’s not. Extra Pendulum (like Double Summon) is a Normal Magic, cost free, and all joking aside, literally just grants you an Extra Pendulum Summon for the Turn. The Pendulum brought out via this card has to come from your Extra Deck, so that’s a bit of a limit you can’t do it from your Hand as well, but I can’t imagine that would be any kind of broken. (Also, note that Double Summon doesn’t limit you to one use per Turn, and this card does). I mean, if you’re a Pendulum heavy player, I suppose this could be a decently viable option for you, but obviously, a key difference in this from Double Summon is you’re much more likely to have a second Monster in hand to use that, where here, you’re confined to however many you may be running in your Extra Deck. Timing is more important with this. It’s a middling, average card…I can’t honestly see this being something to come to power, but I don’t think heavy Pendulum players will ignore completely, either.

As if to make up for making me work double yesterday, Pojo has given us a very simple card to review today. Extra Pendulum is a Normal Spell and, as a Pendulum spell, it can be searched by Duelist Alliance. Its effect is pretty much what the name implies; the turn you activate Extra Pendulum, you can Pendulum Summon from your Extra Deck in addition to your regular Pendulum Summon. Extra Pendulum’s effect can only be gained once per turn, so it’s basically hard once per turn; you can’t activate multiples or copy it with another Spell. Another restriction that might not seem obvious is the fact that this extra (haha) Pendulum Summon can only use monsters from your Extra Deck, so it’s limited to extending for Pendulum deck plays. Not much else to say, while it is fairly accessible even outside of Pendulum Magician decks, it’s not really something every Pendulum deck needs…yet!
