Recruit Wits Set: Search your deck for a
Military ally. Add it to your hand.
This is probably the most playable level 4...
next to Ed, Godlike Power. With the level 3
Colonel, you can rush to this level 4 much
faster than any other leader.
The effect isn't too great, but if you need the
ally to recruit, then it might be worth it.
Setting such a strong character might leave you
at a disadvantage during the search phase.
Usually if the game has gone on this long, you
probably don't want to set Roy since you want to
win that last location to win the game.
The stats are... awesome. 9/9/9 in the late game
can scare most players and with 11 command...
Roy can recruit just about anyone he wants (with
the exception of some 11 cost allies from other
factions). This gives you a range of options of
how many allies you want to recruit or
recruiting a big ally.
Rating: 3.5/5
The effect is ok, stats are awesome, and since
it's the only level 4 out... might as well put
him in your leader stack just in case.

This is what I am talking about. This baby is
The King. His stats are good and he can let you
search your deck for those 11cost allies and
recruit them on the same turn. Not too shabby.
Too bad his effect needs you to set him which is
a big downfall. Best Roy leader i have seen but
still not good enough.

"Recruit Wits Set: Search your deck for a
Military ally. Add it to your hand."
Stat Wise: Well, compared to the other level 4
leaders out there, his stats look fairly
balanced.
Effect Wise: After reviewing other character's
level 4 leaders, this one definately isn't too
bad. If you've been waiting all game for that
valuable Military ally to appear in your hand,
wait no more. The searching ability is great for
finding those allies that are lying in wait at
the bottom of your deck.
The Downside: First off, you have to set Roy in
order to get this effect.
And at this late in the game, the only other
heavy hitter you might have (unless you play
with 9-11 cost allies) would be Veteran
Alchemists. So, not being able to send Roy into
the search party is a big disadvantage. Second,
he's a level 4. So, unless you've got ways to
get experience faster, then you won't be seeing
this Mustang until almost end game. Which may or
may not help you.
Final Word: Having to set Mustang to get his
effect is still a pretty big downside, but at
least it's a somewhat useful effect. Still, it
doesn't look too bad for Mustang's first level
4. Though, if you use Master Manipulator, then
there's no real need to upgrade to level 4.
