Quirrell is one of the best back-up characters in the game now. You can
play him if your opponents creatures or items are getting out of hand. The
Item problem now is a strong one with the new Draco Malfoy card. But, since
Quirrell doesn't provide a lesson, he isn't that great of a starter.
Combine this card with Vanishing Referee and you can annoy your opponent a lot
:D If you play this card and your opponent has to anti-character cards, you
should try to leave it out as long as possible. Make your opponent stall,
hesitate to play items/creatures because he doesn't want you to use it ;)

There is nothing like having a Transfiguration Exam that hits items
too and doesn’t cost you 10-power or to make you play
Transfiguration lessons at all. Quidditch decks have no
anti-creature cards. Well, now they can! If you have room, there is
one other card I would suggest you have in your deck along with
Professor Quirinus Quirrell and that is Vanishing Referee. Recycle
Quirrell to give your Quidditch decks a little anti-creature effect
over and over.
Realizing that these cards only go back to the owner’s hand means
it does need a little help now and then. Some really good
follow-ups cards to this action are Out Of The Woods, Charms Exam,
Obliviate (too costly though), Griphook... to name a few. Lost Notes,
Diffindo, or Picking On Neville may also be used to eliminate a
lone lesson type to keep them from putting some of those cards back
into play. They can also be used to lower the required power so
that can’t get any of them back into play at all. For some decks,
this can be used as a stalling method, until you get your Charms Exam.

Prof Q. is the equalizer in the new set. There's alot of new creatures and items in DA, so it only mades sense to include something to keep them under control.
Power decks that use items to play cards faster will fear this card.
Creatures that require discard will be more risky to play.
Combo with an Adventure that prohibits items or creatures and their hand should build up rather quickly.
Then use some hand disruption cards like Griphook or CE when then get a big hand.
In most decks, he'd be used as a back up character, but he could be the starting if it really fit the deck well.
He might be a new guy in alot decks because of his flexibility, and creature decks might run him just so their opponent can't play him.
I might be able to see him in a Quid/Trans deck with Mid-air Collision and healing cards or Vanishing Referee or even Good Night Sleep if he's your starting character and you can't discard him. :)
