Percy is Ron's law-abiding brother. Percy is crazy about rules, he never brakes them and when he sees someone braking one he gets them in trouble. So, he's usually telling Fred and George off for bewitching his Prefect badge to say Pinhead or they've stole it. In the Goblet of Fire, he becomes a Ministry official, and the head of his department, the Department of International Magical Co-operation, the late Barty Crouch Sr, is the same as Percy. He always follows rules, so he was like Percy's idle. 

While Percy was at Hogwarts, he had a girlfriend, Penelope Clearwater. Ginny accidentally walked in on them kissing and Percy asked her to keep quiet about it, but she eventually told Harry, Ron, Hermione, Fred and George. 

In the fifth book, Percy may get a new position as the head of the department as the former head, Barty Crouch, was killed by his son.
