Well, this is the Punisher of the late 21st century.
He's in the employ of 2099 Doom and acts as his
enforcer, I guess. Future Punny is a decent range
fighter, able to crack a brick's defense on every
click with powers like Range Combat Expert, Psychic
Blast and late-dial Exploit Weakness. Starting
Running Shot is good, too. But the real question is:
is that worth 104 points? I remain unconvinced. He
desperately needs wildcard teammates to make him at
all worth his cost and effective.
FEATS:
TRICK SHOT would work, if you feel like making him
124 points. I don't. ARMOR PIERCING is better IMO
for exploiting his ability to ping multiple targets.
THEMES/COMIC ACCURACY: never read Punisher 2099. But
I figure he's not as hardcore as his forebear. As a
minion of Doom feel free to theme him up with any
version of the lord of Latveria.
IN SUM:
Too costly for that relatively weak AV, and he lacks
the support powers to make him useful for teammates.
Without his TA, he'd be near-useless.

Moving forward in the 2099 Collector Set,
this time we check out Punisher 2099. Much like Doom’s
sculpt, although it doesn’t appear to be the best job ever,
it seems interesting enough… anyway, onto the click: 104
points, Minions of Doom TA, no flight, no archenemy, 8 range
2 targets, 7 clicks of health and:
Stats:
Speed: 8, 6, 6, 7, 7, 6, 6. First 3 clicks have Running
Shot, then comes 1 of nothing and finishes 3 of Flurry.
Attack: 9, 10, 9, 8, 8, 7, 6. 1st, 5th and 6th clicks have
Energy Explosion, 3rd and 4th clicks have Psychic Blast. 2nd
and 7th are empty.
Defense: 17, 17, 16, 16, 15, 14, 17. 1st till 4th clicks
have Toughness, 5th and 6th clicks have Combat Reflexes and
the last click has Willpower.
Damage: 3, 2, 3, 3, 3, 2, 2. First 2 clicks have RCE, last 2
clicks have Exploit Weakness
Analysis:
His Speed is nice. Nothing to go crazy, but 3 clicks with
Running Shot, even if those have low value, are nice coupled
with an 8 range. Flurry might come in very handy,
considering that he’s designed to be a close combat guy for
his second half of the dial.
His Attack is so-so. Energy Explosion can be used with 2
targets, and you could want to do it with this guy… besides
he has Psychic Blast… so good...
but his attack drops a little too fast :S
His Defense is ok. Starting at 17 is decent, and has some
Toughness to make those 7 clicks longer. Later, CR keeps him
hard to hit if you have gone next to some opponent, of easy
to heal if you have run to a medic. That last click with 17
and Willpower is nice if you didn’t heal and want to finish
someone with his Flurry and EW.
His Damage is ok too. Not bad values with RCE at the
beginning and Exploit Weakness at the end. I must mention,
RCE with Running Shot sucks.
Conclusion: Well, he has some interesting points. In his
case, his TA is
useful… giving him Stealth is certainly key to make him very
useful. I feel
he’s more worth it than Doc Doom, considering what he has to
offer for his
point cost. With Stealth, ICWO, and maybe Protected… or
something else… but
not much, or you end driving his cost up too much, and you
really don’t want
that.
Attack: All over the place and gets pretty low, EE
and Psy Blast works with 2 targets
Defense: Stays about a 17-16 whole time…not bad,
toughness keeps him around a little longer
Damage: Crap, RCE and RS don’t work, but flurry and
Exploit weakness do
The Good: Wildcard
8 range 2 targets
Psy blast and EE work
with 2 targets
The Bad: Attack is hard to plan out
Can do some good damage
but not really enough
Attack gets real low at
end
Feats: ICWO is a must, Trick shot can find stealth,
besides that don’t bother..not even enough 2’s for nanobots…then
again it is a must for his high end defense…that’s a tough
call
Overall: Once again…wasted potential…in fact…that
should be the name of the set. I see stuff I like, but his
damage is low and his attack is too low and sporadic. Fans
will use him, but besides that, I wouldn’t bother. His
lower cost makes him more playable than doom, but his attack
values make him worse.
