Goblin Grappler is
a whatever 1/1 with an added ability. So
he's kind of a Taunting Elf for a single card for
one turn (after which he dies a horrible death). I
don't see him being included in constructed at
all. In limited, he's basically filler if you
don't have anything else for the last slot.
A convenient 1/1 for
1. Unfortunately, though, there are many better
creatures at this slot in Type 2. Maybe in
block, if you're going tribal, but not
otherwise.
In limiteds, the
provoke ability can be nice, allowing you to
force a less favorable block. I didn't say this
was good, but it could be useful.

A 1/1 for 1cc that can tie up a blocker or attack
those pesky Merfolk Looters. Probably won't have
a place outside of sligh.
