Enchantments are always interesting to analyze in that they can have an immediate impact in the way sorceries or instants do, but some explicitly require other support or additional cards to really do anything. March of the World Ooze is interesting in that it can be either, depending on what else is going on. I think there’s some value in viewing it as an essentially perpetual Overrun effect, as its bonuses apply to any creatures you play later, even after multiple turns. That’s a ceiling of impact that even a lot of planeswalkers would envy, though you do have to be careful about creatures that would come in bigger than 6/6. It seems a little expensive to rely on for its second ability; there are much cheaper ways to hose noncreature spells. Then again, there are no other cards that do both of those at the same time, so perhaps it’s worth deeper consideration on both fronts.

On the note of cheap ways to hose noncreature spells, the second paragraph reminds me a lot of Eyes of the Wisent. And that in turn makes me a little sad that the new Lorwyn set got delayed.
Here to herald a prime slime and bad ooze, March of the World Ooze is quite an interesting card in that it can enable quite a swing when it drops…or a bigger one later. While setting everything you control to base 6/6 is not guaranteed to be an upside, it will usually help, especially this low on the mana curve, and it even continues to provide advantage as a soft punisher if your opponents want to counter your things. The main issue here is a color-intensive mana cost that makes this a hard sell out of mono-green, but creatures do keep all of their counters and keywords, and a wider green deck can make this lethal in a hurry. This is not an ideal top deck if your board is empty, but even just one creature can become quite a threat with this.
