Here is the problem with this card:  There aren't THAT many ongoing plot twists you really care about blowing up in the environment right now.  Then again, the ones you do care about blowing up, you REALLY care about blowing them up.

The two that immediately come to mind are The New Brotherhood and Xavier's Dream.  It might be good if your opponent is using one of the various "team up" cards, but I wouldn't bother playing with it for that.

All in all, I think you're going to find this to be a little less useful than it's brother Ka-Boom.  On the flip, though, I do think it is useful.  Finding 1 or 2 slots for this in a deck is certainly not a terrible idea.  Being able to slow down the brotherhood deck is good.  Keeping an opponent from getting the auto-win with Xavier's Dream is nice as well.  It's a utility card that might not always be real useful.

In limited, it's a Plot Twist that could be useful.  Odds are you should play it.  You have a low number of useful Plot Twists in limited.  I'd rather throw this into my deck than a junk character, though I'm not sure it will be real useful there either.

Take Monday's review...substitute Foiled for Ka-Boom! and substitute Plot Twist for Location.  It reads like this:
 
Foiled is an excellent defense against decks that depend on their ongoing Plot Twists to boost their efficiency or combos. For instance, an ongoing Plot Twist like The New Brotherhood is a huge part of the Brotherhood deck and ko'ing it can slow down the deck immensely. While not every competitive deck runs key ongoing Plot Twists, many do.  Whether or not Foiled is worth a space in your deck will depend on your local metagame.  Are a significant number of your competitors incorporating ongoing Plot Twists that are key to their deck's play? If the answer is no, then Foiled is probably not worth a slot in your constructed deck.  But if the answer is yes, then you should add Foiled to your deck.  How many will depend on how key they are to your competitors' decks, and how many ongoing Plot Twists they are using.  You can always playtest with it to see what works best.  Too few, and the card will be ineffective.  Too many and you'll be drawing useless cards too often.
 
In limited, Foiled's usefulness is, well... limited.  The chance that your opponent will have a location that greatly enhances their deck is slim, so most likely it will be a dead card in your hand.

A very nice thing to have. There are many plot twists that can have a bad effect on the game. To be able to get rid of them to do the things you want is a very good thing. This effectively has no cost, as it is the one resource you need to activate this.
 
In limited, where there are more plot twists, this becomes better.

I know this card is good and will be even better as people get better at deck building. It will help you immensely against the brotherhood and remember that every affiliation has at least one ongoing plot twist that is playable. The main draw back to this card is that it can only target an ongoing plot twist. It not quite as useful in limited but I would draft it probably in the area of seventh to eighth pick.

This card is like Kaboom's little brother.  It wants to be as good, but it can't quite make the cut sometimes.  Don't get me wrong, I really do like Foiled...I plan on including at least two copies in my Brotherhood deck.  However, there are quite a few decks out there that don't utilize Ongoing Plot Twists, so it can turn into a dead card.  It also suffers from the problems Kaboom does: it can only be played during combat and only from your resource row.  These two drawbacks can hurt, especially when you want to gun down your opponent's shared-team cards (i.e., Heroes United, Unlikely Allies, etc.).  I'm going to give it a slightly higher rating since its amazing against the meta-game defining New Brotherhood deck.
 
In limited, I guess I would play this card, but it would be one of the last cards I stick in, so it might be subject to being cut if I have an extra Flying Kick or Acrobatic Dodge.  There simply aren't that many cards
