The Doom deck is all about defense, and that means getting good plot twists, and getting them in your hand.  This card is an absolute must for that.  I simply can not fathom a doom deck without it.  In a non-doom deck, where it is playable, it's only okay.  It's moderate search at best.

In limited, it's tremendous - I would play it every time, Doom or no.  the ability to look for quality and can discard junk if you find it makes this card way too good.

This Location has found it's way into the Dr. Doom decks as a method of getting to their Locations more quickly.  It's an excellent add, and thinning your deck is never a bad idea. In limited, it really isn't worth the space.  You'd have to have a lot of worthwhile locations, plus Dr. Doom to even make it work.  Just skip this one.

A nice card to let you replace useless weak characters, or duplicates of a character, with the plot twists that you need. The Dr. Doom deck relies on a few crucial plot twists, so being able to get to them faster is a very good thing.
 
In limited, once again, you will have fewer plot twists to get to, and less extraneous cards to throw away for them. Not something I would consider playing.

Much like Cerebro, this card is some good. The ability to tear through your deck on the hunt for a Plot Twist is worth having, especially in a deck like Doom, which utilizes a lot of *really good* plot twists (see: Faces of Doom, Gamma Bomb, Flame Trap).

The drawback to Doom's Throne Room, however, is that unlike Cerebro, a majority of your deck is not Plot Twists, meaning you are likely to whiff on occassion. You are also often looking for a specific twist, so chances are that you might get something you don't need.

In limited, I might be tempted to play this if I had some quality plot twists and five or six Doom characters. However, it would be card number 29 or 30 to slide into my deck.
