This Starter Deck exclusive is quite nice. If you
read the effect carefully, you'll notice that it's
basically a Mastery effect without the extra Chakra
payment. On the upside, that's great. Problem is
that this only applies to Lightning Jutsu cards
after the effect is applied. But, in a dedicated
Lightning Deck (such as the Toad decks popping up
right now) this effect technicality should pose no
problem... as long as he's healthy!
