Fire Style: Fireball Jutsu
Today's Jutsu is one of the Uchiha Clan's signature
techniques (though anyone can use it). It costs
either one Fire plus two Colorless, or four
Colorless. You take any Ninja battling the User and
give that Ninja one Damage (not a status change, but
actual damage). Pretty straight-forward effect,
though you'd think it a bit expensive for just
Damage. Now comes the fun part. If the user has a
Fire Symbol, then you can discard 4 cards from
either the top or bottom of your deck. It's good for
the Uchiha Mill deck (which has plenty of Fire
Ninjas). It's good in Constructed and Block formats,
and pretty balanced IMO.

J- 698 Fire Style: Fireball Jutsu
=======================
Today's jutsu is a reprinted card from Tournament
Pack 1 in Tournament Pack 2, for better or worse.
Its effect is nice for mill as it allows you to
damage and discard the top four cards of your
opponent's deck. It can technically be splashed into
any deck, however, the effect is not really worth
the four chakra to do so. Even in mill decks, three
chakra just to damage one ninja is pretty
underpowered. It's saving grace is that it is a nice
hybrid between offense and mill, but it is two weak
effects for a high cost. If you want to cause some
milling, run Hellfire instead and if you want
offense, use Fear By Genjutsu instead.
Limited: 2.5/5 Friendly cost is nice
Unlimited: 3/5 Decent for mill decks
Block: 2/5 Mill isn't really played in block, so
this is kinda pointless here

Fire Style: Fireball Jutsu
This card is, in my mind, trying too hard to fit the
niche that Bandai has and may intend to cut out for
Fire. That said, to me, it is just a new version of
the Fireball Jutsu from Set 11, except it can't
snipe. In limited, it seems fun, with only a 30-card
deck, you can pay 4 of any to damage a guy and take
4 off the deck. I'm not saying this card is bad, but
for the cost, it is quite lackluster and, in fire, I
would rather negate or remove.
Constructed: 1/5 There are so many better jutsus in
Unlimited.
Limited: 3.5/5 Deal a damage and mill 4 in a Limited
environment can be pretty awesome.
Block: 1.5/5 This card is only a little better in
Block due to there being less jutsu choice.
