At first glance, this Villain looks pretty tough, but it's really only going to be useful for one turn against some Water Decks. Even then, it's only going to get rid of the moistened opposition to allow a free contest or two. Most likely, the opposing watery pets will be Racers, which can move back freely on the next turn. That being the case, I hardly think it's worth playing unless you know, for sure, that your opponent is going to be playing 2-3 Water pets.
The good news is, whoever beats it only draws a card, leaving those rivals tapped. It has a few decent stats, although there are better Villains to use in each of those three arenas (Shadow Usul, Tura-Kepek, The Darkest Faerie, Jhudora).
Ratings:
It's not entirely useless, and at least augments the supply of good stall Villains. However, for any other deck, there are almost always better choices to use. I'll still give it a 3.4 of 5.
