Although this Villain has the dreaded "untap all its rivals" reward, its still very useful as it can be a potential wall in any arena. Most Villains are usually only strong in a couple of specific arenas. Wish this guy, you can customize where he'll be strong by which pets you have in play. Any pet that isn't in his arena, adds to his stats for that arena.
The downside of this guy is that you won't be using some of your best stats, as they will be for whatever arena you put Potgatkerchi in. For example, Grarrl Guard is great in the Strength Arena, along with Draik Soldier. If you put Potgatkerchi out in Strength, he'll be really strong, but you're blocking yourself out of one of your best arenas. If you put Potgatkerchi out in a differenet arena while you have Grarrl Guard and Draik Soldier in Strength, he'll probably be fairly weak in that other arena. This means that for the most part, you'll want to play pets that have decent stats in a couple arenas instead of strong stats in one only.
Also note that only Neopets stats are included, not Heroes. It does include opponent's Neopets as well. On average, Potgatkerchi usually ends up having between 20-30 for almost any arena you'll put him in.
Ratings:
Although Potgatkerchi has some uses, I think it's highly over-rated by many people who haven't had a chance to playtest it. I still like the creativity of the card, and the fact that it can potentially be used in any arena, and that it can waste an opponents time (forcing them to relocate pets to Potgatkerchi's arena to weaken it and fight against it) so it still earns a 3.9 of 5.

Alright! We begin this week with Deke's pick of a
very scary Villain!
Potgatkerchi is the guard to some sort of Ruined
City, something which isn't really navigable on the
Neopets site. I've never heard of Potgatkerchi
before on Neopets, and I've been on for quite a
while...
Anyway! To the card. Potgatkerchi is the most
interesting Villain I've ever seen, even if he isn't
the best of the best. First and foremost, he is an
Earth Villain, which allows playability with the
many Earth Neopets, among them handfuls of Usuls,
Myncis, and Cybunnies. Surprisingly, Shadow Usul is
a Dark, so it isn't in such direct competition with
that. Its effect will be what people play it for,
obviously, as Potgatkerchi's stats are aterisks.
You essentially add up the total of stats on every
Neopet not in that arena, and that becomes this
potential giant's stats.
Why is this card any good? Because it can get quite
huge. Drop it into your weakest arena, and now you
have a powerhouse. The versatility is really that
good. It can be fantastically spectacular in ANY
arena. There is, of course, the very unfortunate
side effect of untapping this card's rivals when it
loses a contest. However, there are ways around
this.
Play this with Symol Warrens, and suddenly your
opponent can only win with a
6 (unless their Neopet is uber large...). Or, the
card that comes to mind even more here, Maintenance
Tunnels. If you have your 3 Experienced Neopets in 3
other areas, then Potgatkerchi's stats will be
incredibly high, and your opponent's only chance
will be rolling a 6, or piling up their pets.
Fortunately for you, this allows for a quick few
banks/draws, at least until Potgatkerchi is
destroyed.
Rating: This is definitely an interesting Villain,
and there are many different uses for it. I feel as
though its incredible versatility far out-weighs its
"Untap all rivals" downside.
