Shadow Usul is perhaps one of the most popular Villains for one simple reason: almost unlimited stall. Shadow Usul may be fairly easy to beat everywhere except Agility, but your opponent only gets to draw, not bank, and Shadow Usul returns to your hand. Shadow Usul is just that simple!
With a few other Villains and some villain support in your deck, it's possible to almost completely lock out your opponent from ever getting a chance to bank. The idea, of course, would be to run your opponent out of cards instead: the whole objective of the Villain Stall deck.
Ratings:
Almost anyone that's played against a few experienced players will tell you how irritating it can be to have to constantly go up against a Shadow Usul. It's been a very popular card, despite all the new Villains that have been released. I have to agree with that trend, and give it a 4.3 of 5.

When I think of Villains, I think of Shadow Usul.
She is definitely the biggest, baddest, meanest
Villain around, barring perhaps The Darkest Faerie
or a few others. Still...
With a relatively-whopping stat of 19 in Magic, and
an almost-as-impressive
14 in Intelligence, she'll put up a fight against
even the most powerful Experienced Neopets and some
heroes. Unfortunately, her stats drop from there,
with a 12 and 7 in Strength and Magic, respectively.
So why is she so good? That's easy. She's nearly
indestructable. Every time your opponent lays the
beats on Shadow Usul, you return her to your hand,
only to be brought out once again. There is the
downside of discarding a card from your hand. For
the effect, though, this Villain is WELL worth the
cost! Imagine completely locking Agility or
Intelligence (or anything else,
really) every. single. game. The sheer versatility
of this card is amazing.
4.5/5 - This is the stuff dreams are made of.
Combine it with Kacheek Sheppard in a Petpet deck,
and you'll be able to play 2 of these consistently,
bouncing them in and out. Use Kougra Archaeologist
and some Totems, so that you can discard a Totem
only to have it brought back next turn to discard
again. The possibilities are absolutely endless.
With The Three, this thing just becomes sick.

The Shadow Usul ties Sophix II for the Villain with
the highest agility stat (which in itself is sad).
Agility is about the only arena where this Usul is
playable, but if you're trying to keep your opponent
from banking, you could use this card anywhere and
still have it returned to your hand when you lose.
That's the best part of this card.
The negative aspect of this card is that you have to
discard a card from your hand to put the Shadow Usul
in play. Card control is such an important factor in
this game that this could be a major problem if it
weren't for the fact that the Shadow Usul keeps
returning to your hand. I think the advantage of
this card outweighs the loss of a card.
Oubliette is a great combination for the Shadow Usul.
Oubliette may only be used in agility, and prevents
players from drawing for winning contests. So even
if the Shadow Usul is repeatedly beaten, your
opponent will not be able to take advantage of the
Shadow Usul's card effect. The Shadow Usul is a
great choice for an agility Villain.
