A flyer with Siege Rhino cost and stats would be good enough for limited and perhaps casual, but Neriv is a combo begging to be found. He’s specific, but there’s plenty of support and precedent in his colors, and he reads less overtly dangerous than many three-colored creatures while getting out of hand as fast as anything else. Cards like Warstorm Surge probably don’t need any help, though it’s worth noting that he scales them up to Commander levels. Also, I think it’s very cool that he works well with the Mardu keywords from both Dragonstorm and the original Tarkir block. It may be hard to break into Standard, although I also wouldn’t rule it out; and there are any number of casual decks where he will likely stroll into the lineup.

Neriv, Heart of the Storm feels like the perfect fit for both Mardu and red in general, since red does like haste and this rewards haste handsomely. Doubling damage dealt on the creature’s first turn can definitely make them vicious when they hit if you’re able to capitalize on that, and between mobilize here and dash in previous sets, there’s plenty of ways to create a little chaos and carnage. It itself lacks haste, but it’s still an efficiently costed body with great, big, long wings with which to swoop, and it’s just fine leading the charge with its friends.
