Performapal Skullcrobat Joker was banned for three years before it returned to being able to be played, now it is at three most likely because of the fallout of Pendulum decks…even though it took two years after Electrumite being banned to bring him back.
Joker is a scale of eight and locks you into Performapal, Magician, and Odd-Eyes Pendulum Monsters for Pendulum Summoning. A wide range of monster still when concerning with Pendulum Monsters, but other than that and its high-level scale, Joker is best as a monster.
As a monster, Joker is a good attacker and is your RoTA for the archetypes it restricts you to for Pendulum Monsters. Any monster is available to you within those archetypes. Typically you’d see Joker search out Harmonizing Magician, Purple Poison Magician, or Double Iris Magician, but it was not limited to others, it’s just that Pendulum Decks were packed with Magician archetype monsters.
Pendulum Decks fell off because their bests cards bit the dust to the ban list and the speed of the game and mechanics changed over time. Joker back at three helps anyone playing Pendulums because it can search a variety of monsters in three different archetypes (good ones). Lets be honest though, Pendulum Decks probably won’t be back until a new Electrumite comes along or the old one gets errata’d and released from ban list jail.

We now enter the Top 4 for Pendulums, which are all monsters that at some point have been banned (if not still) alongside Monkeyboard from the #6 spot. Funnily enough, it’s another Performapal, and honestly one I put behind Monkeyboard when it probably should have went ahead. From the Master of Pendulum Structure Deck, we have Performapal Skullcrobat Joker.
Skullcrobat Joker as a Pendulum Scale is a Scale 8, another good Scale, but it only lets you Pendulum Summon monsters that are Performapals, Magician Pendulums, and Odd-Eyes monsters and you cannot negate this effect. Not great when the only Pendulum Effect is a restriction, but you likely won’t use this as a Pendulum Scale anyways.
Skullcrobat Joker as a Monster is a Level 4 DARK Spellcaster Pendulum with 1800 ATK and 100 DEF. Great ATK and great combination of Type and Attribute. The only effect this has triggers on Normal Summon, searching for any Performapal, Magician Pendulum, or Odd-Eyes monster that isn’t another Skullcrobat Joker. Having a Stratos for 3 archetypes is pretty insane for one card. The best Performapal targets to search remain the same as with Monkeyboard, only adding a few more like Odd-Eyes Disolver and maybe a few others. The Magician Pendulums are plentiful in good cards from Double Iris Magician to Harmonizing Magician to Wisdom-Eye Magician, and so on and so on. Odd-Eyes also has decent targets, besides the ones that are already Performapals as well, like Arc Pendulum Dragon, base Pendulum Dragon, Revolution Dragon, and Persona Dragon. A great searcher for 3 archetypes, meaning there’s multiple Decks you can run this in, and in those Decks it’s likely a 3-of for the consistency it adds. Thankfully it doesn’t trigger on Special Summon, otherwise it might remain banned.

We’re heading back into Pepe territory with Performapal Skullcrobat Joker, a level 4 DARK Spellcaster Pendulum monster with a scale of 8 from the Performapal archetype. Notably, it has long since returned to 3 unlike its compatriots, though I would expect them to come back in the future as well. Joker can notably be searched by Performapal Monkeyboard and Performapal Pendulum Sorcerer (and can search them in turn! You can see where this is going), but as usual you can search it with Beyond the Pendulum if necessary. Joker’s stats are predictably unremarkable, with a decent 1800 attack but a terrible 100 defense.
Joker’s Pendulum effect is yet another self-restriction since Konami was afraid of making strong high Pendulum scales; it’ll prevent you from Pendulum Summoning anything but Performapals, Magician Pendulum monsters, and Odd-Eyes monsters. It can’t be negated either to really hammer in the point. This fortunately only applies to Pendulum Summoning, so it won’t really interfere with your endboards.
Joker has a non-once per turn effect to search any Performapal, Magician Pendulum, or Odd-Eyes monster except for itself when it’s Normal Summoned (which practically makes it hard once per turn anyway outside of fringe techs). It’s simple, but incredibly strong since you can grab Monkeyboard and enable your combos, which almost invariably end up vomiting level 4 bodies for powerful Xyz plays. Joker itself is, coincidentally, level 4! Once again, like with Monkeyboard, Pepe as a deck hasn’t aged too well, so I expect Joker is here to stay at 3 and its buddies will be back sooner rather than later.

-Still suffers from needing multiple cards for optimal combos
-Only triggers on Normal Summon which can be problematic
