Ability: Once per turn, you may
eliminate one of this ship's crew to give her an
extra action. After looking at treasure on a wild
island, you may trade any one treasure from that
island for a random treasure on any other wild
island. This ship must load the traded treasure.
This crew has two abilities that
don't really go together. The sac ability is usually
used for fighting, while the wild-island swap is a
gold ship's ability. You could put him on a fighting
ship and not use the gold ability, or put him on a
gold ship and not use the sac ability.
Or you could put him on a ship
like the Virtuous Wind, which is good for both gold
and fighting, and probably use both his abilities in
one cruise. Regardless, he should travel with an
Oarsman or two so he'll have someone to sacrifice.
Zheng Li Kwan's abilities may not
complement each other, but the Jades need what he
has to offer.

abilities on this ship. Once per turn before you
give this ship an action, roll a d6. On a 5 or 6,
this ship may be given the same action twice.
This crew is what the modern US
military calls a force multiplier. He doesn't do
much fighting himself, but he makes other fighters
much more potent. Both his abilities are vital to
the Jade Rebellion, because they have a serious crew
shortage and only one mediocre ship (the Grand Wind)
with the same-action-twice ability. Cavendish can
turn any of the three-masted junks into killers, and
if you put him on a six-master...
please don't do that if I'm
playing against you.
In other navies, a crew like this
wouldn't be such a big deal. But he's a big fish in
a small pond to the Jades, because they need his
abilities so badly. For this reason, he gets higher
marks than he'd get in other navies.
