To get volt tackle pichu you need a combo of

Pikachu MALE and Pikachu FEMALE.

Pikachu MALE and Ditto.

Pikachu FEMALE and Ditto.

Whatever combo you get be sure to put a light orb on one of the pikachu's then put them in the day care and hatch the egg you now have volt tackle pichu remeber this is only on emerald version.
