On my ruby I have beatin the eleat 4 four times and looked everywhere for latios & latias but can not find them. Where are they?

 

Latios only appears randomly in the wild so you might be in the wild training or catching some pokemon then the screen will flash like regular when you run into a pokemon but the first glance you will see a weird shaped pokemon because you only see him every once in a while it will be hard to catch you can get a level 35-40 wobbufett after you see him and track him down with wobbufetts shadow tag he cant escape.

then latias will be on a island you need a eon ticket (pokemon rocks america 03)

and an e-reaader to get to the island.
