A lot of Relic of Legends’ pre-gameplay perceived value is going to be how much mana people think they can get out of its second ability. This might tempt you to skew towards cheaper legends – Isamaru, Giada, Naban, etc – but both of these thoughts are overly narrow. First of all, it’s actually quite solid even if you never use its second ability. Manalith has a place in limited and even some casual decks, and so does Manalith by an alternate name – much less Manalith with a bonus. Second of all, giving an additional use to legendary creatures of any cost (one which ignores summoning sickness, too) is good by any measure, even if it only adds up to a minor increase in the number or frequency of spells you cast. It’ll be noticeable in Dominaria United draft, as the set has both legendary and multicolor themes, and make for some interesting lines of play at casual tables.
On a non-gameplay note, I just want to draw your attention to its flavor text. I want this notion to catch on, because it seems like the world really needs any excuse to have hope right now.

A bit reminiscent of cards like Honor-Worn Shaku and Coalition Relic at the same time, Relic of Legends is a mana rock with a twist: you can generate a lot of mana if you have the creatures to spare, and so this is a way to eke out value from legendary friends that just hit play. It’s not going to be phenomenal as a mana rock for most decks, but decks able to hit a critical mass of legendary creatures won’t be left wanting. It’s simple, but it does what it sets out to do really well.
