Reviews Below:
Repurposing Bay’s rules text rings alarm bells on two levels – chaining the same card type as Tinker, and doing so repeatedly like a certain banned-from-Modern card. It’s slower than either of those cards and also requires more investment, but I expect it to make an impact nonetheless. The (comparatively) smaller formats like Standard and Pioneer don’t necessarily have the best decks for it, and another wrinkle is that one of Pioneer’s big artifact threats is Walking Ballista, which really doesn’t want to be tutored directly into play. But there’s much more diversity and range of artifacts in the big eternal formats. If all it demands is careful deck construction and avoiding the Mox to Colossus jump in cost, that’s a fair cost for getting to Tinker every turn. Even its “fair” use, intended in Aetherdrift limited, of turning your vehicles into progressively larger vehicles on demand, can be absolutely devastating when timed right.

Birthing Pod, but for artifacts. and nowhere near as abusable, because it actually demands colored mana to function, but Birthing Pod was always a card that was maybe a bit too pushed…but one step at a time.
Repurposing Bay is one of those cards that gets scarier the more you lean into it, and there’s plenty of things it works well with. It can turn mana rocks into more impactful things, let you grind your way up to more horrifying cards, and otherwise just get a lot of value. While artifacts aren’t as versatile (usually) as creatures, this is in a solid environment for it, given Aetherdrift‘s vehicular focus. So there are going to be times where you can start swapping up the ladder, and you can even make use of this immediately in a later game…but it cannot sacrifice itself, which is a reasonable limitation to keep this from being any four-drop artifact in your deck.
I feel like the colored nature of this artifact will keep it in check, but Repurposing Bay will always be a card on the cusp of doing disgusting things in a pinch. It’s not as efficacious as its forebear, but it’s a powerful effect that will still pull its weight. Just remember: you need to match exact values.
Constructed: 4.5 (this feels like someone’s going to break it in Legacy or Vintage, but it’s also functional in other formats)
Casual: 4
Limited: 2.25 (I think this demands a bit too much precision to really shine in a shammer card pool)
Multiplayer: 3.75
Commander [EDH]: 4.75
