Selene, Queen of the Master Magicians is a Spellcaster Link players needed.

While she caters to Spell Counter-based strategies, this Link 3 is going to get a lot of counters presumably when Link Summoned. Mid-to-Late game is when you want to summon her, unless you loaded up the field/grave with spells or your opponent did early on. The Special Summon effect of Selene is what makes her a great card for all Spellcaster duelist, needing to only drop three counters for any Level is better than having to drop equal number of counters. Has to be from the hand or grave gives you more options, and while you have to summon to a link point she has open, she has three, all pointing down, so you have options. You’ll need at least 2 monsters, and one has to be a caster, but she will give you at least one of those monsters back with her effect, and it being a Quick effect allows you to Special Summon on your opponents turn, triggering stuff like Dark Magical Circle or giving you a monster in case Selene is about to die.

Selene being for all Spellcasters and not just ones with Spell Counter possibilities, or even needing Spellbook in their name make her a great Spellcaster choice for players. Nothing stopping you from goin into a Link 4 off her effect, but you want to get the most out of her counters before doing that. If you have space in the Extra Deck and play Spellcasters, she is a definite consideration.

Next up is a card with a potential dual purpose in Spellcasters or in Pendulums, especially with Electrumite being banned, as we have Selene, Queen of the Master Magicians.

Selene is a Link-3 LIGHT Spellcaster with 1850 ATK and arrows all pointing down in some direction. I’d hope for more ATK on Link-3, a good Type and Attribute, and the arrows are basically perfect. The summoning requirements are any 2 monsters, as long as you include a Spellcaster, which is easy for Spellcasters and you got Pendulum Decks mostly running Spellcasters. The first effect upon Link Summon lets this card gain Spell Counters equal to the number of Spells on the field or in the graveyards. This should easily generate several Spell Counters as you’re likely using Spells in any Deck trying to summon this. Spellbooks are easy synergy, and you got Endymion as the archetype this is designed for. Next up the opponent cannot target this card for attacks while you control any Endymion monsters, which is great to have on 1850 considering how easy that is to get over, meaning the opponent will likely need to destroy a Mighty Master of Magic most likely before getting to this. The next effect is a soft once per turn during either Main Phase to remove 3 Spell Counters from your field to summon any Spellcaster from your hand or graveyard in Defense Position. A great summon effect to get any Spellcaster on the field to either extend plays or give you a powerful negation or a floodgate. You got all the Pendulum Magicians to revive if need be, the Endymion cards are great to revive, especially Mighty Master of Magic, and this card even can revive an El Shaddoll Winda you summon off an Instant Fusion to likely try to summon this to only let players Special Summon once a turn. Selene can offer a lot of value to anything using Spellcasters, so I feel it is worth playing for those strategies. She’s pretty good.

Midweek brings us to Selene, Queen of the Master Magicians.  She is Link 3, Light/Spellcaster, with 1850 attack, and requires 2+ Monsters for Link summon.  One of which must be a Spellcaster.  Arrows point to all 3 bottom Zones. 
 
So, as many Spellcasters do these days, Selene works with Magic Counters.  Specifically for the Endymion theme.  When Link Summoned, she gains 1 Counter per Magic card on the Field and in either Graveyard.  Even mid game that could easily be 10+ counters.  
 
She can’t be attacked if there is an Endymion card on the Field.  Nice open effect there.  Counting the opponent’s cards too, so if you’re in a mirror match, it still counts.  Very versatile.  
 
Finally, a Quick Effect, once per turn, during the Main Phase (still like the openness involved) you can remove 3 Counters to Special Summon a Spellcaster from your Graveyard in defense position.  
 
This Monster will be a Pendulum as it has to be brought to the Field in a zone this card points to.  So the synergy there is nice too.  She’s not the biggest card, but she does a LOT, and is a nice boost to a Theme.

   I appreciate straightforward cards that open up a wide range of possibilities. I especially enjoy these cards if they reward thoughtful plays and careful planning. This card does all of this.

   One thing to note is that this monster does not require the Endymion card on the field to be a monster for the protection effect to take hold. This means that with the plethora of protection to be found in the Mythical Beast Pendulum monsters, you can protect this card very easily with Citadel of Endymion on the board. I found this often overlooked until pointed out to players, so I felt that it was worth noting.

   The most common plays I made with this card were defensive. She will not have many targets in a pure Pendulum build, so I would make use of the Spellcaster Synchro Monsters often. I also found it possible to maintain multiple copies of Royal Magical Library on the field, though I only tested that out of curiosity. Getting two copies on the field was often enough draw power for me to get an incredible card advantage, so I may come back to that in the future.

   I honestly couldn’t get to all of the plays I wanted to test with this card for this review, so I will only allude to the large number of possibilities and encourage you to not hesitate to stray off of the beaten path with it. Spellbooks, Dark Magician and other decks that make use of Spellcaster monsters are very common. It is a balanced card with a lot of utility.

   The design of this card is calm and speaks to the potential for this card to play defensively. The 1850 ATK makes me curious if there will ever be support among the Familiar archetype that will unintentionally apply here as well. I appreciate the number creating a sense of unity among Spellcaster monsters, even if the only references to the number are on Fairy Tail – Luna and Awakening of the Possessed. I speculate that 1850 means something culturally, but I have not found anything to support this.
