This card was not on my Top 10 list.
Sheoldred’s Edict is rather amusing, if you think about it. It tries to guarantee that you’ll always be able to hit something with it, which really takes away from the purpose of this type of effect. The idea used to be that the benefit of getting around the need to target (and thus abilities like hexproof) is balanced by the fact you won’t always get the exact thing you want. The fact that you very often will get the exact thing you want makes this arguably the best Diabolic Edict variant; either that, or the way it scales to multiplayer and/or takes out planeswalkers easily.

This card was 5th on my Top 10 list.
Sheoldred’s Edict is a fairly unique edict in that, in a way, you can force sacrifices to be of more problematic permanents even into a more-snarled board. Edict-style effects have always had the upside of ducking around protection, with their downside being their imprecision. This doesn’t completely remove the imprecision…but it does narrow the targeting reticule appreciably, and being able to make it so your opponent can’t just bin that errant Plant token in response to this can force meaningful progress. It also is a nice two-mana planeswalker removal spell, and while this won’t win awards that way, most boards won’t often have multiple planeswalkers.
