Have you ever looked at a legendary creature and thought “This is obviously designed for Commander, but what the heck am I supposed to do with it anywhere else”? Tiamat is not that sort of legendary creature. Yes, she works best in singleton formats and/or slow, multicolor-tolerant formats. But she actually enables similar toolbox-style decks in other settings too, and the range of abilities you see on dragons is surprisingly broad and surprisingly well-suited to that kind of deck. Even if your only question is how the heck to get multiple dragons in your hand for Kilnmouth Dragon, she’s still a decent answer.

Dragon decks have their new queen, or something. Tiamat brings five friends with her to your hand if you didn’t cheat her out, incentivizing decks that don’t mind going into swooping friends, and she herself has solid enough combat stats as an evasive creature with a good body. She doesn’t do a lot on her own, but she’s an excellent enabler for a popular tribe, and tutoring five bombs out of one’s library can do wonders towards expediting a game’s progression. Five colors can make her a hard sell, but she can certainly pay off if you can pay up.
Constructed: 3 (I suspect she’s better in a casual setting, but it just takes a couple of great dragons to make her a potentially solid Standard card)

Limited: 2.5 (phenomenal body, but she’s 5 colors in a set largely bereft of color fixing)
Multiplayer: 3.5
