If you control "Toon World", equip to an opponent's monster. Take control of it. It is treated as a Toon monster. If your opponent controls no Toon monsters, it can attack your opponent directly. If "Toon World" is not on the field, destroy this card.

One of the hidden effects of Toon World that the official card never had was now separated into a card of it's own.  
 
While it doesn't require you control a Toon monster, it does self-destruct when Toon World is destroyed.  The attacking directly ability is nice for a late game push of damage.  Above all, it's a free Snatch Steal for Toons which you can use for tributes, effect activation, Synchro, XYZ and even OTKing.
 
Won't make them competitive but certainly a must have for a Toon player.

Comic Hand is literally just a Toon version of Snatch Steal that requires you to control Toon World.  Equips are bad pretty universally, except ironically in the case of something like Snatch Steal.  Your opponent doesn't gain 1000 Lifepoints each turn like with Snatch.  If Toon World is destroyed so is this card, but stealing an opponent's Monster is about always a good thing.  Said Monster is treated as a Toon, and can attack your opponent's Lifepoints directly if they control no Toons.  In a Toon Deck, I wouldn't fault anyone for running one, but more would seem unnecessary to me.

Comic Hand is another toon trump card. Needing “Toon World” like most toon-based cards, it doesn't need a Toon monster like yesterdys card. A free Snatch Steal with the benefit of having the monster you steal treated as a Toon is a huge advantage for you. Steal a boss monster, it becomes a toon, you don't need to wait to attack, and you can attack your opponent directly with their own monster. If “Toon World” isn't on the field then you lose this card, but that goes for all Toon stuff for the most part.
 
With the amount of Special Summoning toons are capable of, this card helps set up a swarm of direct attacks, as well as give you free fodder for Toons requireing tributes. “Toon Kingdom” is an even-better version of “Toon World” and you can still play 3 copies of “Toon World”, giving you 6 options to make Comic Hand live. Your opponent will likely always have a monster, and with most toons unable to attack the turn they are summoned, this card is great to do damage, steal a resource from your opponent, and set up plays for later.
 
Advanced-4/5- Regardless of it being toon-based, its mechanics make it high rated. If it wasn't toon-based, it'd be banned or at 1.

Another new card from Pegasus' bag of toon tricks is the equip spell, Comic Hand. It's very simple, if you control Toon World, you can equip this card to one of your opponent's monsters and take control of it. It is then treated as a Toon monster and can attack your opponent directly. If there is no Toon World, destroy this card. Comic Hand is a Snatch Steal but for toons. You can use use the recently yoinked monster to attack, used for attacking, tributing, whatever strikes your fancy. Comic Hand will take Toons to a whole new level for them.
