Seeing what happened with cards like Ring of Destruction and Dark Strike Fighter, I can certainly see plenty of other banned cards being balanced with very surgical fixes.  Here are possible fixes to make them viable without being broken.  All of these cards are effectively revised so that they can be Unlimited at 3.

 

The following cards can be Unlimited at 3 with a Hard OPT Clause

(You can only use the effect of "___" once per turn.)

ˇ         Dark Magician of Chaos

ˇ         Fishborg Blaster

ˇ         Magical Scientist

ˇ         Makyura the Destructor

ˇ         Mind Master

ˇ         Substitoad

ˇ         Butterfly Dagger - Elma

ˇ         Card of Safe Return

ˇ         Mass Driver

ˇ         Ultimate Offering

 

Apoqliphort Towers

ˇ         Loses 1000 ATK

 

Chaos Emperor Dragon – Envoy of the End

ˇ         Cannot be Special Summoned, except from the hand, by banishing 1 LIGHT Dragon-type monster and 1 DARK Dragon-type monster you control.

 

Cyber Jar

ˇ         Destroys all of your monsters but only up to 1 of opponent’s monsters.

ˇ         You only reveal 4 cards while your opponent reveals 5.

ˇ         Can only use effect once per duel.

 

Destiny Hero – Disk Commander

ˇ         You must discard 2 cards after you draw via its effect.

 

Morphing Jar

ˇ         You only draw 4 cards while your opponent draws 5.

ˇ         Can only use effect once per duel.

 

Morphing Jar #2

ˇ         Can only use effect once per duel.

 

Rescue Cat

ˇ         Cannot be Special Summoned.

ˇ         Can only use effect once per duel.

 

Victory Dragon

ˇ         Effect becomes “Cannot be Special Summoned.  This card must be Tribute Summoned by tributing 3 Dragon-type monsters.  If this card inflicts battle damage to the opponent’s life points via a direct attack, and their life points are under 4000, you win the duel.”

 

Yata-Garasu

ˇ         Cannot use its effect if your opponent has less than 2 cards in hand.

ˇ         Cannot use its effect for two consecutive turns.

 

Brionac, Dragon of the Ice Barrier

ˇ         This card cannot attack directly.

 

Evilswarm Exciton Knight

ˇ         Can only activate its effect if the opponent has 3 or more cards than you do in field/hand.

 

Change of Heart

ˇ         Cannot Special Summon or attack directly this turn.

ˇ         Can only be used once per duel.

 

Cold Wave

ˇ         Cannot attack directly this turn.

ˇ         Can only be used once per duel.

 

Confiscation

Delinquent Duo

ˇ         Discard 1 card in addition to life point payment.

 

Dimension Fusion

ˇ         You can only Special Summon 1 of your removed from play monsters.

ˇ         Can only be used once per duel.

 

Future Fusion

ˇ         You can only select a Fusion Monster with exactly 2 specific materials.

ˇ         Can only be used once per duel.

 

Gateway of the Six

ˇ         The 2nd effect requires 5 counters.

 

Giant Trunade

ˇ         Your face-up Spell/Trap cards are unaffected by this card’s effect.

 

Graceful Charity

ˇ         You discard 4 cards instead of 3.

 

Harpie’s Feather Duster

ˇ         Can only activate if you control a Harpie monster.

 

Heavy Storm

ˇ         Cannot activate if your opponent controls more Spell/Traps than you do.

ˇ         Can only be used once per duel.

 

Metamorphosis

ˇ         Special Summoned monster cannot attack or activate its effects during this turn.

 

Mirage of Nightmare

ˇ         Cannot be destroyed or targeted by owner’s card effects.

ˇ         Can only be activated once per duel.

 

Monster Reborn

ˇ         Cannot use if you Special Summoned otherwise this turn.

ˇ         Cannot attack directly during the same turn.

ˇ         Can only be used once per duel.


Painful Choice

ˇ         Each of the 5 cards you choose must have a different name.

ˇ         Opponent can select any of the remaining cards and banish them.

ˇ         Can only be used once per duel.

 

Pot of Avarice

ˇ         You draw only 1 card.

ˇ         Can only be used once per duel.


Pot of Greed

ˇ         Skip your next 3 Draw Phases.

ˇ         Can only be used once per duel.

 

Premature Burial

ˇ         Can only target Fiend-type or Zombie-type monsters

ˇ         Can only be activated once per duel.

 

Snatch Steal

ˇ         Your opponent gains 3000 life points during each of his/her Standby Phases.

ˇ         Can only be activated once per duel.

 

Spellbook of Judgment

ˇ         You can only add 2 cards to your hand via this effect (maximum).

ˇ         Can only be used once per duel.

 

Super Polymerization

ˇ         Your opponent can chain to the activation of this card.

ˇ         You must use at least 1 monster from your side of the field.

 

Super Rejuvenation

ˇ         Can only draw 2 cards maximum.

ˇ         Can only be used once per duel.

 

The Forceful Sentry

ˇ         Must discard 1 card to activate.

 

Imperial Order

ˇ         Must discard 1 card to activate.

ˇ         Can only activate during your opponent’s Standby Phase.

 

Sixth Sense

ˇ         If you draw cards from this effect, you must banish cards from your hand equal to the number of cards you drew.

ˇ         Can only be used once per duel.

 

Trap Dustshoot

ˇ         No hand minimum requirement.

ˇ         You must discard 1 card to activate.
