Cannot be Normal Summoned or Set. Must be Special Summoned by its own effect, and cannot be Special Summoned by other ways. When a face-up monster you control is destroyed by a card effect and sent to the Graveyard: You can Special Summon this card (from your hand). Other monsters you control cannot declare an attack. Once per turn: You can target 1 Synchro Monster your opponent controls; equip that target to this card. This card gains ATK equal to those equipped monsters' combined ATK. Once per turn, when an opponent's Spell Card is activated: You can negate the activation and destroy it.

Meklord Emperor Wisel, one of the cards used on the cartoon by Team World, is a Level 1, Dark attributed, Machine-type Monster, with 2500 attack and defense. This card, as is popular with the Meklord type, cannot be Normal Summoned or Set, and only Special Summoned by its own effect. This Monster Special Summons itself from your Hand when a face-up Monster you control is destroyed by a card effect. Other Monsters you control cannot attack, and once per turn, you can target a Synchro Monster your opponent controls and equip it to this card. Wisel gains attack equal to that Monster. Also, once per turn, you can negate the effect of an opponent's Magic card, and destroy it. Wisel has some neat tricks, and if your opponent has no way around it, it can be difficult to destroy. It's thursday here on pojo and today we are looking at the strongest level 1 card in both ATK and DEF, Meklord Emperor Wisel. Weisel is a LVL 1, Dark/Machine and has 2500 ATK and DEF. Wisel's effect does not allow him to be normal summoned and can only be special summoned by his effect, when one of your monster you control is destroyed by a card effect, special summon Wisel from your hand. Also, other monster you control can't declare an attack while Wisel is face up. Here's where he gets really good, once per turn, Wisel can steal one of your opponent' synchro monster and treat it like an equip card and gain ATK equal to the synchro monster's ATK, and also once a turn whenever your opponent activates a spell card, Wisel can negate and destroy it. This card can be a huge pain for your opponent, as Wisel can get around certian things, like Gravity Bind. Need to get him on the field?Torrential Tribute, Needle Ceiling, even ye olden Karate Man can get the job done to get Wisel on the field. Scraps can get a lot of use from it as well. If you like monsters that destroy themselves, then Meklord Emperor is for you.

Well, he has some interesting effects and isn't too hard to get out, but not letting other monsters attack really hurts his usability. Since many people still use synchros, his effect will be rathewr useful. This cguy could be splashed into most decks easily and is well worth the effort, but you may want to keep him as a side deck option.
