Leviair the Sea Dragon is one of the more
interesting XYZ Monsters out there. Its a Rank
3 XYZ Monster, XYZ Summoned with two Level 3
Monsters, and a Fish type, ironically enough of the
Wind attribute, with 1800 attack and 1600 defense.
Leviair allows you to, by discarding one XYZ
Material Monster, Special Summon a Level 4 or lower
removed from play Monster, to your side of the
Field. Special Summoning is good, but I don't
see this as the most splashable of XYZ Monsters.
I certainly see it having a place now that Black
Luster Soldier is legal again, and Psychic Decks
could likely have some fun utilizing this card.
The attack is very good for a Rank 3, and it can
certainly make things easier, despite obviously
being dependant on removed Monsters.

Leviair the Sea Dragon
There are two choices for good Rank 3s
now--Leviathan and Leviair. It's really a Brionac/Gaia
Knight kind of thing. You go with Leviathan if you
have nothing good to do, and Leviair if you have a
target. In a metagame filled with Chaos cards,
expect a lot of banishing to be going on. Most of
those are small cards that Leviair can summon, like
Tour Guide from the Underworld and Effect Veiler (a
Tuner).
It can summon your opponent's cards or your removed
combo pieces.If you have this card, you're
definitely running it, and if you don't, you're
probably looking for it.It's a great card for this
format. The only problem is his really low ATK.
That's quite a problem. But it's still worth the
effect.

Leviar, what is there to say that has not been
said already? This card started off moderately
priced and just grew and grew as more people found
ways to just abuse this card. Agents get back any
number of banished monsters; Infernities can now
loop Mirage through Hundred Eyes and then return it
with Leviar, plant synchro revives Lonefires or
Dandylions used by Spore, and that is just the tip
of the iceberg. Requiring only two level 3 monsters
this is an instant Tour Guide play. This card will
become and likely already is a staple in any extra
deck. Not to mention that he can grab banished
monsters from either player.

Leviair the Sea Dragon
This is one of the new Xyz Monsters, coming in at a
Rank 3, requiring 2 Level 3 monsters. To put it
bluntly, this guy is broken. Putting two Level 3s on
the field is very easy to come by nowadays thanks to
Tour Guide from the Underworld and a few other
cards. Leviair's effect lets you detach an Xyz
Material to Special Summon a Level 4 or lower
banished monster. It doesn't matter whose it is, as
long as it doesn't have a summoning restriction.
This card is seeing play in just about every single
tournament-ready deck, and for good reason: it's way
too easy to summon. The usual Tour Guide into Tour
Guide/Sangan play still exists, but it's not as
broken now thanks to the ruling change for Xyz
Monsters. Leviair is also easily Summoned with many
commonly seen cards: Dandylion, Lonefire Blossom,
The Agent of Creation - Venus, T.G. Warwolf, Genex
Ally Birdman, Infernity Necromancer and a few
others. Leviair's effect is a +1, which often ends
up initially as a break even after you summon him,
but using his effect twice will give you advantage,
not to mention that the monsters you summon with his
effect will often generate more advantage. There are
some nifty combos you can do with Leviair to put you
in a great position, especially since Black Luster
Soldier - EotB can give you a free monster to reuse
with Leviair. An 1800 attack body is also very
useful, making him a floater that creates pluses.
He's too good not to run unless your deck cannot
possibly make him.
