Wow, a Fusion Monster, another thing we don't look at very often.  Meteor B. Dragon (I believe) has the highest attack of a Level 8 Fusion at 3500.  This is a fire attributed Dragon who is a Fusion of Red Eyes and Meteor Dragon...both cards are relatively unplayable on their own, (while a case could be made for a dedicated Red Eyes Deck) while the latter Monster requires a tribute and has a paltry attack and defense.  I mean, at least in Traditional, where you can use things like Metamorphosis, you could think about it.  Even in said Dragon Deck, I still don't think you use this though.  I mean, Dragon's Mirror, Future Fusion, there ARE ways for someone who is that committed.

As far as fusion monsters go, Meteor B. Dragon is a beast, but in attack only. At 3500 attack, it can attack over just about anything in the game, but without an effect, it becomes week to almost everything. The other major disadvantage this card has is its dependency on normal tribute monsters, as Red-Eyes B. Dragon and Meteor Dragon are both normal tribute monsters.
 
Summoning Meteor B. Dragon is not that difficult. The quickest way is to activate Future Fusion and then Dragon’s Mirror. If you draw your monsters, you could use cards like Card Trader, Phoenix Wing Wind Blast, Hand Destruction, and Card Destruction. You could also use card like Call of the Haunted, Birthright, and Soul Resurrection to revive you normal monsters.
 
The issue that you have with trying to run a deck built around Meteor B. Dragon is inconsistency due to having to run the above cards. You can easily get stuck with ether support cards or normal tribute monsters. Dragon decks have tons of support, but if you are going to build a dragon deck, you do not want to be stuck with cards you cannot play.

This card brings back so many memories the PS1 days of Forbidden Memories. Unfortunately this card is like 10 years too late. It’s great that this classic piece of Yu-Gi-Oh! Is finally released, too bad it came out during the era where it just might be completely useless unless there is a deck completely dedicated to it. Even so, it does not have an effect and that alone deters this card from seeing play. At the very least it has good ATK, DEF, and there is plenty of dragon support.
 
Pros: Good Stats and typing. Elemental HERO Prisma can make the summoning of this easier?
Cons: Released way too late and has no effect.

That's it, a fusion with no special effect. Not much to say about this guy as there's easier to get out monsters and ATK power isn't all the game is about these days. MBD is a revisited monster from the early days of Yugioh when the strongest monster was the best to have. You'd have to combine Dragon's Mirror and Dragon ravine to make him playable, in my opinion.

Compared to Red-Eyes Black Dragon's other Fusion, Meteor Black Dragon is in itself more powerful (and not of the Dark Attribute, which usually will hurt it more than not), but requires weaker Fusion Material. Summoned Skull is indeed better than REBD, although if you were ever considering using either, you'd likely to use REBD as the main with a Fusion Substitute for the other (unless you're planning to use Future Fusion...in which case I'd use Meteor Dragon to play Meteor Black Dragon anyway).
However, I'd never run Summoned Skull and REBD together. If you ever find yourself actually running Summoned Skull with a Fusion Substitute monster, sure, run Skull Dragon, I guess. If you have REBD and a Fusion Substitute...use MBD for the 300 more ATK unless you REALLY want that Dark Attribute. MBD's Fusion Materials are both Dragons, so that deserves another look.
 
If you're willing to use the original REBD in a generic Dragon Deck, and you have the POTENTIAL to summon MBD, then by all means run it. Even in a dedicated Red-Eyes Deck, I'd likely call out Five-Headed Dragon with Future Fusion. You could always splash Meteor Dragon in to get MBD off Future Fusion, but chances you'd want to do that are situational.
 
To sum it up, if you were to run REBD (and that probably only ever happens in a dedicated REBD build) and happen to have a Fusion Substitute in your Deck (I can see this happening in an REBD deck if just for the sake of either of the REBD Fusions, and if you do that, I'm assuming you have a method to Fusion Summon without Future Fusion as well), then yes, by all means, it is justifiable to splash the Fusion monster into an REBD Deck (the only Deck I'd expect to see Meteor Black Dragon used).
