If this card is Tribute Summoned: Target 1 card on the field and 1 card in either player's Graveyard, also if this card was Tribute Summoned by Tributing a WIND monster, you can target an additional card on the field; place the first target(s) on the top of the Deck in any order, also, after that, return the additional target (if any) to the hand.

Raiza the Mega Monarch
The Mega Monarchs were horrible in design to begin
with and Raiza TMM just continues this trend.
It's effect is powerful but not powerful
enough.
I'll put it this way.
Many Mermail players are even hesistant on
using Moulinglacia (which is way better than Raiza
TMM).
Players in general avoid super-situational cards
even if they may have destructive effects.
But this card doesn't do nearly enough.
But you should use the original Raiza the Storm
Monarch.
It's still a great card!
This Mega clone doesn't do justice to the
original.

Raiza the Mega Monarch
If we had better wind support I could see this card
wrecking face. It would only truly shine in a Harpie
deck because everything is already wind. Even
thinking about playing this in Harpies simply seems
lack luster as well. This is another example of a
good card but to hard to summon.

Since Raiza just got a look, it seemed appropriate
to check out the Mega form. As you should be
familiar by now, you're looking at a Level 8 Monster
(same basic stats as the original, save the 2800
attack) who can be Tributed with one Monster, as
opposed to two, so long as that Monster was Tributed
itself. This Mega Monarch isn't bad, in fact,
it might be the best one. The biggest problem
here (aside from the stupid Tribute a Tributed
Monster mechanic) is that Raiza just does the job
better. (Referring to the original). If this
card is Tribute Summoned, you target a card on the
Field, and in either player's Graveayrd, and return
it to the Deck, and Hand, of the owner,
respectively. You get an additional card off
the Field if you Tribute a Wind Monster for this
guy, but even in a Wind build, I'm not sure you
really need this card. If you're using Raiza
(which I wouldn't fault anyone for) I say stick with
the original.

Raiza the Mega Monarch
This is the upgrade to Raiza the Storm Monarch,
however does this mean that it’s better… Lets see
shall we?
While this card has large reward, it also requires a
larger investment, of course and Tribute Summoning
it by Tributing a Wind monster to gain the
additional effect is going to be just a little bit
harder to do.
Summoning it in a Frog Monarch Deck is never going
to be an issue, and since you would normally expect
to return 2 cards (I say 2 because 3 is for the most
part not something that I would expect to see
consistently enough) to the top of the Deck, one
from the field and one from the Graveyard.
This could allow you to potentially lock your
opponent down by first getting rid of an opponents
annoying monster and then secondly putting their
worst card from their Graveyard on top of their
Deck.
Of course that’s just being negative, you could be
using it to put something decent on the top of your
Deck from your Graveyard.
And finally if you managed to Summon this card by
using a Wind attribute monster you can return 1 card
from the field to the hand, including itself if you
actually wanted!
Mostly this card is going to be at it’s best when
you are actually able to “Loop” it, luckily Frog
Monarchs have a little friend called Swap Frog who
can do such a thing, so if your opponent is unable
to prevent or respond to this cards Summon they
could very easily find themselves overwhelmed.
Unlike Raiza the Storm Monarch who can simply be
used in any Deck that can keep a floater on the
field or that uses The Monarchs Stormforth, Raiza
the Mega Monarch requires a bit more Tribute
dedication, as such it’s less useful.
Traditional: 1.5. Not going to be played here.
Advanced: 3.5. Useful in the right Deck and at the
right time. Sadly it is quite vulnerable to any
cards that can respond to the Summon of this card,
potentially making this a quite risky investment.
Still, quite decent.

Raiza the Mega Monarch
Last week we looked at Raiza the Storm Monarch, now
we look at his Mega version; Raiza the Mega Monarch.
Statwise it’s the same as all Mega Monarchs; get the
original make it a level 8 and give it 400 extra
ATK, so nothing special here.
Effectwise, as with all Mega Monarchs it can be
Tribute Summoned using 1 Tributed Summoned Monster.
Of course with all these Mega Monarchs preferably
you want it to be the regular version so you can get
the second effect.
The main effect allows you to target a card on the
field and in either graveyard and return them to the
top of the deck in any order. As well as giving the
opponent dead draws, it does allow you to recycle
cards, which can be useful. Of course if a WIND
monster was tributed you can target another card on
the field and bounce that into the hand. So this
becomes both a Phoenix Wing Wind Blast and a
Compulsory Evacuation Device in one, which is very
good.
Overall, a really good Mega Monarch, whose effects
actually are in huge improvement over the original.
If you play Raiza and Mega Monarchs this is a no
brainer.

Hello Pojo Fans,
Raiza gets an upgrade, joining the forces of the
Mega Monarchs today. Strong ATK, normal weak DEF for
a level 8. If you have a Tribute Summoned monster on
the field, that is all you need to summon this Mega
Monarch. When its summoned, you can return a card on
the field and in the graveyard from either players
side of the field to the top of their deck in any
order. If you tribute a WIND to summon this Raiza,
you can return an additional card on the field to
the owners hand. This card, like the other Monarch
monsters can be searched by Return of The Monarchs
and in the case of the Mega Monarchs, be used with
Trade-In. Storm of The Monarch aids in the summoning
of this monster and can be potentially debilitating
to your opponent losing a monster and two cards
being stacked back on top of their deck.
A possibility of three cards returned in certain
ways can cause frustration for your opponent.
Returning two cards to the opponents deck in any
order is better than the original. Clear out
multiple monsters from the Extra Deck, or eliminate
something that is stopping you from taking the
advantage. The returning from the grave to the hand
is interesting. This isn't as useful as returning a
third card on the field to the deck would be, but it
can be helpful. If a resource is more useful to the
opponent in the graveyard, then it would be a
negative to have it back in the hand. The detriment
to this card is that there aren't many WIND-based
monsters outside an archetype that could be run in a
Mega Monarch deck to gain the third return effect.
The double return is good enough for this card to be
considered a good monster in the deck alongside Mega
Mobius. Outside of a deck dedicated to Monarchs and
Mega Monarchs, this card may have a hard time
finding playability. Dragunity don't have Dragon
Ravine, and Gusto function best on their own without
many tribute monsters. Harpies do best with only
running Pet Dragon as their high level monster as
well.
