Unbanned and now at one.
But since it has a once per duel clause, why
not just put it at 3?

At the time, Synchros were rampant, the Hyper
Librarian combo was insane and decks were geared
toward spamming Synchros.
Nowadays, like I said in the review for
Formula Synchron, Synchros are weaker.
And it's good to give them more strength to
make them even with XYZ's.
This is a better version of Plaguespreader since it
can Special Summon without losing a card from your
hand (unless you really need a DARK LV2).
It summons itself for free.
Tune into almost anything you want in any
situation, or tribute it for something.
I can totally see Lightsworn decks (or any
deck with milling and discarding) using this.
It's not splashable for just any deck with
Synchro's though.
It's not broken anymore.
We just had to wait for time to bring it back
down to earth.
It's not as jaw-dropping as it once was, but
it's still very good (with the right deck of
course).

Plant lovers rejoice as the favourite son returns
home…
I feel that this card should have returned earlier
as while it can Special Summon itself from the
Graveyard with it’s own effect, compared to many
cards in existence it’s effect on the game is not
going to be as large as it once was.
Now don’t let that convince you that this card isn’t
quite so good anymore, or that it’s not going to be
able to have an impact on the game… Because it is!
With this card back in the game, Synchro’s will
become just that little bit more playable again, and
the “Engine” of Dandylion, Lonefire Blossom, Spore
and Glow-Up Bulb is certain to see the light of day
once more. It also means that Formula Synchron
becomes just that little bit better as well since it
can be made with no actual investment. And since
Glow-Up Bulb is an excellent Tuner Level of 1, this
can even allow just the odd Synchro to be slotted
into the Extra Deck, something that is certain to
change the dynamics of a game.
Ally of Justice Catastor, Black Rose Dragon, Scrap
Dragon and Stardust Dragon amongst others are some
likely candidates for taking up just 1 or 2 slots in
the Extra Deck if you use Glow-Up Bulb as your stand
alone Tuner.
Any Deck that mills, excavates or needs cards to
discard or needs a monster to Tribute Summon can all
hope to benefit from Glow-Up Bulb being included in
their Deck. And while not every Deck will actually
run it, there really is no downside to doing so at
all.
Personally I’m pretty excited to see this card
brought back into the game as it really lends itself
to being used in so many Decks, and with no downside
I’m expecting it to see quite a lot of play.
Traditional: 4. It’s already so good here since it
can be used to create Naturia Synchro’s, be involved
in the Summoning of Shooting Quasar Dragon and so
much more!
Advanced: 4. Versatile, and that’s what makes this
card so truly good. I’m expecting to see it played
quite a bit.

We continue our look at the new banlist with Glow-Up
Bulb, a popular Tuner that was banned but is now
limited. Statwise is completely irrelevant since
it’s a level 1 Tuner and this is never going to be
on field long enough for its Stats to be important.
Effectwise, Glow-Up Blow can special summon itself
from the graveyard, by sending the top card of your
deck to the graveyard. However you can only use this
Once per Duel, so you can’t abuse the effect. Of
course, before this was banned this was one of the
main Tuners used to get out Formula Synchron which
is turn was used to get out Shooting Quasar Dragon.
If this was in the graveyard, you were hoping that
the card milled would be something like Dandylion so
you could get a level 1 Token.
Of course this becoming Limited and Formula Synchron
coming off the banlist is nothing to do with
Legendary Collection: Yu-Gi-Oh! 5Ds coming out with
Shooting Quasar Dragon being one of the promos, he
types sarcastically.
Overall, a great and powerful Tuner has returned to
give Synchro Decks a huge boost. This will
definitely see play again.

Hello Pojo Fans,
Back from the ban list is our favorite little Tuner,
Glow-Up Bulb. You should get two Synchro Summons out
of this plant-type before it is banished. Top card
off the deck to the grave to Special Summon him,
awesome and gives him flexibility in any deck.
Discarded, milled, Glow-Up Bulb doesn't care. One
For One Special Summons it, then pop it up from the
graveyard in the same turn. Glow-Up Bulb can be
played in any deck that wants to Synchro Summon, but
it can also be used to combo with other cards to
create more advantage. Lightsworns can run it and
use it to Special Summon Wulf or Felis. Dandylion
sent to the grave off the top of the deck will give
you an instant Formula Synchron. Shaddolls will
benefit from Glow-Up topping a card off the deck to
the grave, while Dragons get a Tuner to give them
easier level 8 Synchro monster options. Quickdraw
Dandywarrior used this and Spore to overwhelm their
opponents in past formats. Sylvan players may have
lost two Soul Charges, but they get Glow-Up Bulb to
help with their comboing.
May be one of the best Tuners, if not the best ever
because of the support, ways to summon, and combo
possibilities that come with it. Deserved to be
banned, will be fun to see how much of an impact it
has.

Glow-Up Bulb...I don't think ANYONE ever saw this
coming back. Bulb is one of the greatest tuners in
the game right now. It allows you in Dragon Rulers
to easily place 2 level 8 synchros on the field in 1
turn, Karakuri Machina Plant is viable again, and
once Shaddolls get their Earth Fusion, well, you
catch my drift. Now, this card is ironically not the
best in the major plant deck of sylvans, because it
doesn't trigger any of their effects but i'm sure it
will be used and a lot of decks gain some support
with Glow Up returning. Gravekeepers(a long time
favorite), have access to Naturia Beast thanks to
Bulb, AND it gets around Necrovalley's graveyard
restriction, in fact a single spy flip can make a
level 8 or 9 synchro utilizing GUB.
Traditional 2/5 - I'm sure they'll find some way to
use it
Advanced 4/5 - Again, the best and most splashable
tuner in the game. The number of decks that can run
this are near limitless and if you follow youtube,
Joe Giorlando put up some videos about the crazy
combos you can make with just a couple cards
utilizing glowup bulb along the way |

I’ve missed you, my friend.
Glow-Up Bulb is one of the two cards to come off of
the Forbidden List this time around, having been
banned in March 2012. If the first sentence didn’t
tip you off, I freaking love this card.
Bulb is arguably the best Tuner in the history of
the game. A virtually free Tuner that can
potentially be used twice if drawn or summoned from
the Deck is good at almost any point in the game.
The fact that Level 1 is the most flexible Level for
a Tuner only adds to the benefit, and the mill
allows you to get obscenely lucky at times. Even for
a once per Duel effect, Bulb is
very good
at what it does.
Good as it is, however, I hold the belief that Bulb
was never the true culprit; I believe it was really
Trishula. Whether or not you disagree, it is also of
note that Bulb does not really have much of a place
in the current metagame: Neither Satellarknight nor
Burning Abyss focus on Synchro Summoning, and even
when Burning Abyss gets that ability in November
they won’t be able to use Bulb due to the
restriction on each of the BA monsters. Without an
EARTH El Shaddoll Fusion Monster, there isn’t much
of a reason for Shaddoll to make use of it either.
This does not mean Bulb is unwelcome though. Any
Synchro based Deck such as Dragon Ruler greatly
welcomes the card. Additionally, Bulb’s return is a
massive boost to the Plant Engine, which first
became relevant
because of Bulb. And while Shaddoll cannot use the card now, the
release of the EARTH El Shaddoll in November will
give the Deck an easy way to put Bulb in the
Graveyard; this can be used either as an easy play
into Armades or Armory Arm, or it can be used with
the EARTH Fusion to make Star Eater, giving the Deck
a reliable out to the boss monster of the upcoming
Qliphort Deck.
While the game is not particularly kind to Bulb,
time will tell to see if it was worth bringing back
after these two years without it.

The F&L list week rolls on. Glow-Up Bulb is back
with us at 1, and this card is at 1 for a reason. A
level 1 EARTH/Plant tuner monster, it's poor stats
of 100/100 for ATK/DEF won't stand up against
much....but that's not the point. If Bulb is in the
graveyard, for the mere price of sending the top
card to your grave, you can special summon it. You
can only special summon this card with this effect
only once per duel. Don't even get me started on the
insane amount of ways you can simply put this card
in your graveyard. You got Lightsworn, One Big
Warrior, Sylvans, The Tricky, Foolish Burial,
Lightning Vortex and my personal favorite, One for
One just for starters. With any of those methods,
you can then special summon Bulb to get whatever
Synchro you are setting up for. All sorts of
shenanigans can be cause by Glow-Up Bulb. It's
perfect at one. I can't see this card being back at
forbidden status no time soon.
