#1 on my personal list, I consider it the best card in the game right now and the best card overall in the past year.  Initially, it didn't see a ton of play, as Qliphorts were the only Pendulum deck.  But I saw the long-term potential in it.  I knew it would be amazing in an era full of Pendulums, and like Synchros were in the 5D era and XYZ's were in the Zexal era, Pendulums will be the primary game mechanic in the next 3+ years to come.
 
Wavering Eyes main weakness is the first effect, which does very little and also allows it to be negated by Damage Juggler.  It's also worth adding that Wavering Eyes can be fizzled out if the opponent's Wavering Eyes is chained to it.  But when the bases are fully loaded (4 Pendulum spells, which shouldn't be hard in 2015), it's a terrifying card that - if used at the right time - can allow the player to make a huge comeback or win the game outright.  It should probably be banned, or at least limited to 1.
 
For one card, this is everything that you get:
 
1) Complete chainability as a quick play spell, during either player's turn. 
2) If chained to an opponent's card/effect, you can fizzle out their effect, minusing them.
3) It destroys the opponent's Pendulum zone monsters so that they can't combo that turn
4) It destroys your Pendulum zone monsters so that you can Special Summon them as regular monsters
5) You can add a Pendulum monster from your deck to your hand (any one, complete any scale, start any combo, get whichever effect you need
6) Banish 1 card on the field (If you banish an opponent's Pendulum monster, it's another minus for them as it can't come back)
7) Add another Wavering Eyes so that you can repeat all of these steps again.  (Keep in mind, you can fizzle out the opponent's Wavering with your Wavering, use your Wavering to search out another Wavering and then use your Wavering when needed).

We’re down to our #2 card in the Top 10 Countdown: Wavering Eyes!

Ironically, I had the #4 card, Performage Damage Juggler, listed at #2 on my list. However, the Top 5 on my list were all more or less interchangeable (aside from #1) in my opinion.
 
If you play in the current format, then there is no doubt that you know about Wavering Eyes, because it’s easily the single most influential card of the current metagame. Starting off as the enabler for the Qliphort “Towers Turbo” Deck, Wavering Eyes has now evolved into a card that can generate a large amount of advantage for Pendulum Decks, especially when faced against another Pendulum Deck.
 
Wavering Eyes is, to put it quite bluntly, one of the most horribly unbalanced cards in the game. This is most notable in Pendulum mirrors, where the 3rd and 4th effect are both quite likely to go off. The momentum each of these effects generates for the user is so drastic that games can be won solely off of Wavering Eyes resolving.
 
This card’s impact on the current metagame is so strong that if you play a Pendulum Deck, not only do you have to main 3 copies of this card, but you also have to constantly play around the 3 copies that your opponent has, as even one going off can spell doom for whoever is on the receiving end of it. It is without a doubt the most centralizing card of the current format.
 
With how I described it, it sounds like Wavering Eyes should be #1 on the list. But there’s one other (hopefully obvious) card that was released this year that’s better.

I believe now everyone can guess what the number 1 card will be. Coming it at number 2 is a card that received a 4/5 when first reviewed. Wavering Eyes is going to be relevant for as long as Pendulums are relevant. This Quickplay Spell generates advantage with just 2 scales on the field. More scales = more advantage. Of course your own Pendulum Monsters being destroyed is also good since they will end up in the Extra Deck. Are there any cons to this card? Wavering Eyes even looks good. They're cheap, run or side 3.

Snodin Wavering Eyes

This card was #2 on my personal Top Ten list, and with good reason: everybody and their grandma is playing with Pendulum monsters nowadays, it seems. It's only fair that some of us more traditional players get to use the opponent's cards against them- so to speak. While not entirely game-breaking, as it only kills Pendulums in one turn (they can easily come back next turn, with a vengeance), but the fact that this card gives you multiple effects based on how many are destroyed makes it super fun to play! And as far as I know, this card has no restriction on it, so you can actually get a use out of its fourth effect. Happy times all around!
