This is one of those examples of "would be good if it didn't have such a big restriction".  It has a really cool Rank-Up Magic type of effect but requiring the opponent to have 3 or more monsters, as well as you having no monsters, is something that's not going to happen most of the time.  As a result, in 90% of instances you draw this card, it's useless.  Those aren't good odds.

I'm not quite sure how to feel about this card. Symbol of Friendship is a Normal Spell Card that can essentially become a search for any 1 card in the deck. That sounds great, but you have to draw it as your normal draw in your draw phase. And your opponent has to have 3 or more monsters while you have no monsters. Then you can go crazy in Main Phase 1. So while there is technically no cost, there are only a few ways to satisfy the conditions. Finally, since this card searches anything, wouldn't you just run easier draw cards and not this to try to get the anything faster? Maybe non Library Exodia could run this or maybe Artifacts since they don't have a lot of draw options. I'm not sure this symbol is worth drawing. (hehehe)
