(This card's original Level is always treated as 12.) Cannot be Synchro Summoned. Must be Special Summoned (from your Extra Deck) by sending 2 Level 5 or higher monsters you control with the same Level to the Graveyard (1 Tuner and 1 non-Tuner), and cannot be Special Summoned by other ways. Once per turn, when a Spell/Trap Card(s) is Set on your side of the field (except during the Damage Step): You can Special Summon 1 "Power Tool" Synchro Monster or 1 Level 7 or 8 Dragon-Type Synchro Monster from your Extra Deck. Cannot be targeted for attacks or by card effects, while you control another Synchro Monster.

Happy New Year! I like Ultimaya Tzolkin, I do, but that name. Anyway, It comes to the field with some interesting stats, It is a level 12 (kinda) Dark Dragon-type Synchro Monster with 0 Atk and 0 Def. The Level is 12 as card text which is weird but necessary I think. All the other stats are somewhat disappointing. At least it has many effects.
 
So in some hybrid Synchro/XYZ deck where everything is the same level, it might be easy to Special Summon this card. All you need are 2 monsters with the same level on the field to be sent to the Graveyard. One of them must be a tuner and the other not. For your troubles, you get an effect to Special Summon any Level 7 or 8 Dragon-type Synchro Monster or Power Tool monster from the Extra Deck when you . Finally, while there is another Synchro Monster face-up on the field, Ultimata Tzolkin cannot be targeted by any attacks or effects. 
 
I have some problems with these effects. Many of the monsters you would want to Special Summon don't get their effects because they aren't properly Synchro Summoned. They can't even be revived later. Also, when they get to the field, the protection is only for Ultimata Tzolkin. In fun 5Ds based decks, getting out those dragons will be fun. In most decks, there are probably better uses for the Extra Deck space. I like Ultimaya Tzolkin, I just like many other monsters more.

Our first card in the new year is a doozie, if I do say so myself. For starters, this Synchro card doesn't even seem to have any stars on its art!  But then its effect reads that its original level is 12. Confusing? If you're new to the game, maybe. See, Synchros are usually summoned by monsters whose levels add up to the number of the Synchro monster being summoned. Tzolkin works differently; it doesn't matter if its synchro fodders' levels add up to his, you just need a Tuner and a non-Tuner with the same matching Level- the only catch is, they both have to be Level 5 or higher, and most Tuners are Level 4 and below. Fortunately, high level Tuners aren't that hard to find these days. 
 
Once you've managed to get through the hard part of summoning this bad boy, then things get fun. Once per turn, when you've set a Spell or Trap card, you can then special summon either a "Power Tool" Synchro or  level 7 or 8 Dragon Synchro, without the requirements of their summonings! Also, this card cannot be targeted for battle or by card effects, so let's no as you have one other Synchro on the field. Theoretically, you can have a whole legion of high-powered Synchros on the field! Doesn't that sound fun?
 
Maybe, if you're the type who plays Dragons or cards with the words "Power Tool" in them exclusively.
 
The bottom line is this: Ultimaya Tzolkin is great in concept, but it's summoning requirements and limited resources may turn many players off. I say give it a go if you're ambitious.
