Alongside Pot of Greed and Graceful Charity, this card made up the Holy Trinity of card advantage in the famous 03-06 era.  It has been banned for long while and we have not reviewed this card in over 10 years, so we may as well give an update.  Actually, this card is still broken (maybe even more broken than before).  Because of that, I don't expect it to come back any time soon.  The fundamental core of the card was that for 1 card you were able to have 2 cards discarded from the opponent's hand.  This card was easy to activate.  It didn't require you to have any specific cards out and it didn't offer any severe penalties.  Yes, there was a 1000 life point cost, but card advantage is much more important than life point advantage.  Yugioh was always a game of attrition and even being at a 1 card loss was enough of a disadvantage to lose the entire duel, alongside other disadvantages.

I said it was less broken back then because the strong meta card known as Sinister Serpent added a little bit of depth.  If the opponent had Sinister Serpent in hand, since it would return to the opponent's hand anyway, using a Delinquent Duo and having the opponent discard it would make the card into a 1 for 1 instead of a 2 for 1.  Competitive plays often saved their Delinquent Duo until Sinister Serpent was sent to the graveyard, and then they would use it risk-free, though there is the temptation of nuking them first turn that's just indeniable.  If it is first turn, you may want to use it, since the odds of them having Sinister Serpent in their opening hand is less than 20%.

Anyway, yes, this card should stay banned.  As for making a balanced version, perhaps make the player discard in addition to paying the life points, so it's not inherently a +1.

Hello Pojo Fans,

Delinquent Duo was part of a dreaded first turn combo most long-time Yugioh players were victim of: Confiscation + Delinquent Duo *shudders*.

Easy to play, easy to help destroy your opponent. 1000 Life Points is nothing for taking away two cards from your opponents hand. This card can be damming to their strategy. However, much like the seemingly invincible "Crush Card Virus", time can be quiet a b*tch. Many decks and strategies revolve around cards going to the grave in some fashion (Shddolls, Burning Abyss, etc). This card can still wreak havoc on a player, but against many decks now this card wouldn't be as helpful as it used to be, and may end up backfiring. Your opponent now randomly selects the first card to discard, then chooses the other to discard. It takes away your ability to randomly choose, but they are still losing two cards.

Could I see it coming back? Maybe for a format to see how damaging it can be, like Snatch Steal. Give it a shot and then reban it if things don't work out...like Snatch Steal.

Delinquent Duo is an ooolllldddd card. It has been banned longer than some readers have been alive. Turn one used to be scary if you drew into any part of the Trinity because the opponent had no real way to stop any of them. Being able to take 2 cards out of their Hand for 1000 Life points is cheap. If they only had 2 cards in their Hand, they were screwed. The Trinity of Delinquent Duo and those other 2 banned cards were very viable targets for Magician of Faith, which has also been banned in the past. Anyway, this Normal Spell is nothing to worry about. Delinquent Duo can only be played in the format that time forgot. Play the one if you can and hope your opponent doesn't draw it.

Delinquent Duo
 
Delinquent Duo ranks in my top 10 cards that can never, ever come off the ban list. While not nearly as stupid as cards like Disc Commander, Sixth Sense, or Painful Choice, any card that can reduce the opponent’s hand size by two before he can even make a play has no place in this game. It’s a staple – no person could argue for its dismissal from any build, and therefore it should be banned.
