Lector Pendulum, the Dracoverlord
 
At the moment, this monster isn’t seeing much play. Dracopals prefer the normal monsters that can utilize Painful Decision and thin the deck. Not only that but Vector’s pendulum effect to negate the opponent’s pendulum zone effects is superior to Lector’s effect to negate pendulum monsters. While his attack of 1950 is extraordinary for a level 4, that doesn’t mean much these days.
 
I don’t see a bright future for Lector unless the Draco theme gets real support that justifies only running those cards. And pendulums won’t be around forever. Cards that target specific types generally don’t last long, if they get playing time at all. If Lector had been bestowed a higher scale, I might see this monster in a better light, but 5 is blasé, especially moving forward.

This card is really good.  It's splashable and highly versatile.  As a Pendulum monster, it's a counter to the opponent's Pendulum based decks, which is basically what the meta is going to be for years to come.  This card will be more useful over time.  In addition, it can be the LV4 monster that can clear out larger Pendulum monsters out of the way so the rest of your monsters can attack.   We'll see what this card is capable of over time, but so far I'm liking it a lot.

Lector Pendulum, the Dracoverlord
 
This card expands on the already growing Dracoslayer and Dracoverlord card pool, strengthening what already has a decent base of support.
This card may fit in quite well with DracoPals, as it has a nice Pendulum Scale of 5 and can be used as a hard counter to an opposing Pendulum Deck since its Pendulum Scale effect makes it serve as a Skill Drain of sorts.
And furthering its Anti-Pendulum strengths its automatically destroys both itself and the opponent's Pendulum monster at the start of the Damage step... Although this could in some instances be a bit of a hinderance so this may not always be a good thing.
 
This card of course works/ combines well with Draco Face-Off, Luster Pendulum, the Dracoslayer, Ignister Prominence, the Blasting Dracoslayer, Dinoster Power, the Mighty Dracoslayer and any/ all future Dracoslayer/ Dracoverlord support in the future plus any cards that I might have forgotten about offhand.
 
This card also has al healthy ATK of 1950, as well as that commonly annoying 50 that many of these monsters carry! That said, most of the time I don't expect that the ATK of this card is really going to matter.
 
As this card does/ will/ can fit into pre-existing DracoPals, I suspect that it will see some play there, especially since when combined with Vector Pendulum, the Dracoverlord you are able to fully lock a Pendulum opponent out of using any of their Pendulum Scale effects or Pendulum Monster effects while being able to Pendulum Summon Level 4's yourself without any issue.
 
Rating: 3.75. Decent ATK, good Anti against opposing Pendulum Decks and fits into a slowly growing card pool of Dracoslayers and Dracoverlords. Because of this last fact, its rating is slightly higher than I would give it as a simple standalone card since this card is part of a Deck, never would it be used alone.

Lector, much like Vector Pendulum, the Dracoverlord, is a Pendulum Monster that is a sure side deck option against Pendulum Monsters your opponent uses. Both monsters negate the effects of your opponents Pendulum Monsters, however Lector has the added bonus of a monster effect as well. It can crash into any Pendulum Monster and destroy it and itself at the start of the damage step.
 
While that may not work well against Pendulums it can get over, it does give it a defense against Pendulum Monsters stronger than itself. Searchable, Allure of Darkness can use it as fodder, and good ATK for a Level 4, if it gets spun into defense it doesn't have much of a prayer. Its Pendulum Scale isn't the best either unless you are going for higher level monsters or are using only level 4 and below. One last negative is that it doesn't get rid of your opponents Pendulums like Spell-Shattering Arrow or a host of cards can do, it merely negates them. That can be good and last for a few turns, but getting rid of something rather than negating it for more than a turn would be more preferable.

Lector Pendulum, the Dracoverlord actually has better raw stats than effects. He is a Level 4 Dark Dragon-type Pendulum monster with 1950 Atk and 0 Def and Scales of 5. 1950 for a Level 4 is still among the highest attack values a Normal Summon can achieve without tributing. His name also makes him searchable by the Draco card that got limited. So being another option for that is good. Dark is always good. Scales of 5 are passable since all the Draco monsters are Level 4 anyway. The effects leave something to be desired. 
 
Hannibal Lector Pendulum effect negates your opponent's Pendulum Monsters while they are face up. I believe this negates their Pendulum Zone effects or their Monster effects. That's pretty good, but since it doesn't destroy itself, it doesn't have the easy button to get to the Extra Deck. The monster effect is a mandatory double-edged sword. It destroys itself and whatever Pendulum monster it is battling at the start of the Damage Step. Unless your monsters are protected from destruction, both monsters will be hitting the Extra Deck. Lector would have needed a destruction effect to be good. There is a ton of support for Dracos and Pendulums specifically, but Lector doesn't add enough on his own. He's worth owning, but he is unlikely to be abused for his effects.
