If this card has a "Cipher" card as Xyz Material, it gains this effect.
● Once per turn: You can detach up to 3 Xyz Materials from this card; monsters you control cannot attack your opponent directly for the rest of this turn, except this card, also for each Material detached, take control of 1 opponent's face-up monster until the End Phase, but while this effect is applied, they have their effects negated, their ATK's become 4500, also their names become "Neo Galaxy-Eyes Cipher Dragon".

Hello Pojo Fans,
Neo Galaxy-Eyes Cipher Dragon isn't the easiest
monster to summon. The best way to do so is using
Galaxy-Eyes Cipher Dragon and Rank-Up-Magic Cipher
Ascension. You'll still have up to two materials
attached, and the added boost of 500ATK for each
Level 4 or higher monster you control.
Neo Galaxy-Eyes Cipher Dragon needs a Cipher card as
a material for its effect to kick. If you have one,
you can steal up to 3 monsters your opponent has
until the End Phase. While they won't have their
effects, and can't attack, you can still do a host
of things with them. They gain NGECD's name and gain
its attack, making it a great target for LP damage
through card effects. You can Xyz, Tribute, Synchro
and Fusion with them as well. Don't forget, if you
steal monsters that are Level 4 or higher, and used
Cipher Ascension to bring out NGECD, it will gain
500ATK for each.
Its a card meant for its own archetype.

I want to give this card a 5 but I know it
doesn't deserve the score. I just always thought the
Galaxy monsters were so cool. Neo Galaxy-Eyes Cipher
Dragon is a Rank 9 Light Dragon-type XYZ Monster
with 4500 Atk and 3000 Def. If it has a Cipher card
as material it's very good at stealing face-up
monsters. This counts as non-targeting removal until
the End Phase which would be enough to win the game,
but the stolen monsters can't attack directly.
Balance is good, but without a Cipher material, you
have a generic strong dragon which are a dime a
dozen. Great for its theme, but Neo Galaxy-Eyes
Cipher Dragon is just too late to be relevant.

Neo Galaxy-Eyes Cipher Dragon:
You know a set isn't that good when they take a card
that was recently printed as a Super in a recent set
and put it in there where it is harder to get. Neo
Galaxy-Eyes Cipher Dragon was a Super in Raging
Tempest, and you get a Super Rare per pack. So why
did it need to be an Ultra Rare in Dimensional
Guardians? This is likely the Ultra you don't want
from Dimensional Guardians, assuming you actually
want one, but we are reviewing it today because it
honestly isn't horrible, despite it being a Rank-Up
monster.
Neo Cipher Dragon requires 3 Level 9s to summon him,
or you will summon him like a normal person would
and use a Rank-Up Magic. This guy only gets his
effect if you have a Cipher as an XYZ Material,
which you are likely summoning this by Ranking-Up
Galaxy-Eyes Cipher Dragon. Once per turn, you can
detach up to 3 XYZ Materials from this guy, only
this guy will be able to attack directly this turn,
but you can take one monster your opponent controls
for each material detached, their effects are
negated, their ATK becomes 4500, and their names are
Neo Galaxy-Eyes Cipher Dragon. You will have to give
them back during the End Phase and they will get
their effects and normal ATK back, but a wise person
will use them for Synchro/XYZ/Tribute/Link material
if they are able to.
This isn't bad, but the problem lies in the fact
that this is a Rank-Up monster, and those are
usually pretty slow and you have to run bricky cards
like the Rank-Up Magics.
