Garuda The Wind Spirit
I guess this card is decent. It reminds me of the Water Spirit but they both have their pros and cons. Personally though, I prefer the Water Spirit over this as you can actually prevent an attack. Garuda here won't stay on the field too long unless you also have something like Rising Air Current out. You might want to consider playing this card if your are playing a Harpy Deck.

Garuda the Wind Spirit
This monster is summoned by removing a wind monster
from the grave. Then at the end phase of the
opponent's turn, you can change the mode of one of the
opponent's face up monsters.
This monster isn't too great. I much perfer the water
spirit since with that you can change the mode of the
opponent's monsters before they have a chance to
attack with it. With this, you can only use the
effect at the end of the turn, which lets them attack
you first. Plus with only 1600 attack, it's not going
to stand up to much.
I give it a 3/5. Perhaps you'll find this useful to
shift a magician or scapegoat to attack mode so you
can pummel it, but it wont do much else
