This card definitely changed the metagame once it was released (especially when the restriction list was not out yet). Beatdown decks got a lot faster. Exodia decks became a lot better. Deck Destruction becomes more viable as some people run 3 of these when they were not restricted. Improving your hand is really important as sometimes you just need to draw that certain card at a certain point in time. After using Graceful Charity though, your hand would be really weak againt Hand Destruction cards like Confiscation, Delinquent Duo and the Forceful Sentry.
A cool thing that you shoud have figured out that you can simply use Charity to discard something big and then just Reborn them without Tributing for them. This doesn't work for cards like Gate Guardian though
Once Sinister Serpent is released though, Graceful Charity would be a lot more playable as you can simply discard it.

Analysis: With the release of the new Starter Deck cards a week ago, we look
at one of the best cards in both decks (in my opinion), Graceful Charity.
Everyone saw the spoiler for this card and found out it was being released
in the Pegasus Starter Decks. This card can be a very powerful card, as much
as a Pot of Greed, if played correctly. In Yu-Gi-Oh!, any duelists would
tell you that drawing cards is key. Taking advantage of cards that does that
will help. This card draws 3 cards. However, small price to
pay for drawing 3 cards. Drawing 3 cards can dramatically cycle through your
library helping you pull those desperately needed game-winning cards. This
card can also cycle your hand, if you start out with horrible cards. The
dumping of cards from your hand can be very helpful. It helps those
Reanimation Decks, Bazoo, and other graveyard based decks. However, in a
situation where you have nothing but good cards, this card won't help at
all. Discarding two cards will be a high cost to pay. However, if played
during the right time, this card can spell trouble for your opponent. No
wonder, this card is currently restricted to 1 in Japan.
Rating: Good card. My brother and me played with it, and kept killing each
other like crazy. This card can be total abuse. This card deserves a 3.8.
However, prewarning this card is not going to be easy to play. Timing must
be played correctly.
Conclusion: I want more cards!

This is a simple card. Draw 3 cards from your deck
and then discard 2 cards from your hand.
Many people dont like this card, since it doesn't
actually increase the amount of cards in your hand.
However, this card can be considered a staple. For
example, if you need a Raigeki, and it's 3 cards away,
you can get it right away. And the discard part isn't
too bad. YOu can actually make the discard a good
thing by discarding a high level monster and then
reviving it. Or you can combo it with Forced
Requisition to discard 2 of the opponent's cards.
There's a reason this card is restricted to 1 in
Japan.
I give it 4.3/5. Look for it to be restricted to 2 at
first, but then 1 later.

Being unrestricted will be just a fad
This is one of the best drawing cards in the game, and we all know how good
drawing cards are. Drawing three cards is excellent, even with the
drawback. Basically, you are breaking even, because you are paying 3 cards
(Graceful Charity, two cards you discard) to draw 3, but that's not a bad
thing. You can get rid of useless cards in your hand in exchange for more
useful ones. You can discard fatties to revive. Sinister Serpent basically
makes you only discard one card, and paying 2 for 3 is EXCELLENT.
And the best part is, it's not that hard to find, as you'll find a holo
Super Rare one in every Pegasus starter deck you'll ever buy (unless it's a
defective deck =/). Finding the starters could be a problem (until
Unlimited comes out), but at least this isn't a Tournament Pack Ultra Rare.

Expect this card to be restricted to either 1 or 2 with the new restrictions
(if/when they come out). For now, feel free to play 3 =)
Score: 4.5 (Definitely staple material. Drawing power is very limited in
this game, and this is one of the few good drawers
available.)

Graceful Charity
Type: Normal Magic Card
Draw 3 cards from your Deck, then discard any 2 cards from your hand.
Excelllent card. Even though you don't get any actual card advantage from it, as you would from Pot of Greed, it both thins your deck and improves your hand. Which in turn, makes it a great card that every deck should abuse.
The secondary effect can also work wonders as well. The discarding aspect of the card works well in conjunction with other cards/combos. Skull Lair, Bazoo the Soul-Eater, and Recursion to name a few.
Don't forget that Exodia loves any card drawing. Graceful Charity is no exception.
Rating: 4.5/5
Why does it get a high rating? That's because Graceful Charity has no true disadvantage. If you don't like the cards you draw, simply discard two them to the secondary effect.
